한국 검ㆍ경찰의 사이버보안에 대한 현황과 대응

Reality and Countermeasure of Cyber Security in Korean National Police and Prosecutor

오늘날 정보통신환경의 변화에 따라 사이버범죄가 증가하고 있으며, 범행수법과 행태 역시 고도로 전문화되고 있다. 이에 사이버공간에서의 침해행위는 정부를 비롯한 공공기관이나 민간기관을 구분하지 않고 피해가 지속적으로 발생하고 있어 이와 관련된 사이버보안과 사이버범죄의 위험성에 대해 적극적으로 논의해야 한다. 사이버보안의 사전예방과 신속한 사후진압을 위해서는 먼저, 국제적인 협력이 긴요하며 이를 통해 각 국가에서 정책의 우선순위를 사이버보안에 두도록 촉구함과 동시에 사이버 보안을 책임질 전문가를 양성해야 한다. 한국 역시 검ㆍ경찰에서도 사이버보안을 위해 많은 노력을 기울이고 있지만 여전히 부족하다. 그러므로 사이버보안 혹은 사이버범죄수사 전문가를 양성하고 수사 환경을 개선하는 것은 물론 국제적인 공조체제를 구축해야 한다.

Today, cyber crime is increasing due to changes in information and communication environment, and also crime methods and behavior are highly specialized. Infringement in the cyber space is constantly occurring without distinction between the public and private institutions including the government. We should actively discuss the cyber security and the risks of cyber crime. In order to prevent and suppress cyber security, international cooperation is critical, and policy priorities should be focused on cyber security in each country. And foster an expert in charge of cyber security. South Korea is also making efforts for cyber security in the police and the prosecutor but it is still lacking. Therefore, it is necessary to foster cyber security or cyber criminal investigation experts, improve the investigation environment, and establish an International Judicial Assistance system.
