코로나 시대의 민주시민교육과 세계시민교육이 갖는 함의

The Implications of Democratic Citizenship Education and Global Citizenship Education for the Corona Era

이 연구는 코로나 19가 가져온 변화와 도전 속에서 민주시민교육과 세계시민교육이 나아가야 할 방향과 과제를 제시하는 것을 목적으로 한다. 우리나라에서는 민주화 이후 국가주의적 시민교육에 대한 비판과 성찰이 이어졌고 그와 함께 민주주의의 본질적 가치를 지향하는 민주시민교육과 세계시민교육이 성장해 왔다. 더 나아가 국가의 이념과 가치를 넘어 지역사회, 지구촌 등을 아우르는 다양한 공동체 속에서 인권, 자유, 평등, 연대 등을 강조하는 방향으로 변화하고 있다. 코로나 19라는 지구적 대재난은 한국의 민주시민교육과 세계시민교육이 앞으로 어떻게 해야 하는가에 대한 질문을 던진다. 코로나 19가 가져온 위기로는 물리적·심리적 단절과 봉쇄, 특정 국가나 집단 및 개인에 대한 낙인과 혐오, 격차와 불평등의 심화, 인권 침해 논란 등과 같은 것을 꼽을 수 있다. 반면, 코로나 19가 가져온 도전과 기회로는 지구촌의 연결에 대한 각성, 연대감의 발현, 비대면 접촉 증가로 인한 시공간적 제약 감소, 시민교육의 역할 증대 등을 들 수 있다. 코로나로 인해 주어진 위기를 넘어서고 기회를 적극 활용하기 위한 민주시민교육과 세계시민교육의 과제로는 국내외 연대 강화, 민주주의와 시민 참여 활성화, 비판적 사고와 논쟁 강조, 디지털 리터러시 강조 등을 설정할 수 있다. 이를 통해 한국의 교육 모델을 지구적 공공재의 하나로 유용하게 활용할 수 있는 계기가 될 수 있을 것으로 기대한다.

This study aims to present the directions and agendas for democratic citizenship education and global citizenship education in the challenging circumstances due to the changes and challenges brought about by COVID-19. Criticism and reflection on the statist brand of democratic citizenship education and global citizenship education ensued, spurring the growth of a different form oriented toward essential values of democracy. COVID-19 as a global disaster posed questions as to how democratic citizenship education and global citizenship education should proceed in the future. COVID-19 caused such risks as disconnection and shutdown, stigma and hatred, disparities and inequalities, new controversies on human rights violations, while it also brought new opportunities. For example, COVID-19 renewed awakening to the interconnectedness of the global village, activated practices of solidarity, increased contacts and affirmation of the importance of unified educational responses. In order to cope with the risks and make good use of the opportunities, we have several tasks to do. They can be abbreviated as emphasis on the power of intra- and inter-country solidarity, stress on the power of democracy and civic participation, focus on the power of critical thinking and debate, and attention to the power of digital literacy.
