Research on Sustainable Milk Pack Resource Recycling Business Model: Focusing on the milk pack resource recycling business model of Seosan YMCA and Hongseong YMCA

이 연구는 자원순환기본법 및 자원순환 기본계획에 의거하여 자원순환되는 품목 중 가장 재활용률이 낮은 우유팩을 YMCA가 어떻게 활성화 하는지 이해하는 것이다. 또 이를 토대로 서산YMCA의 우수 모델을 모델링하여 토착화하는 과정을 구조화 하고자 한다. 먼저 우유팩은 자원순환법, 자원순환기본계획, EPR 제도에서 책임지고 수거되어야 할 자원이다. 그리고 전량 수입하는 중요 자원이기도 하다. 하지만 수거되는 다른 자원들에 비해 재활용률이 점점 낮아지고 있으며 자원순환기본계획의 핵심 개념인 지속가능한 민간거버넌스를 형성하는 과정에서 기초자치단체의 무관심으로 소외되고 있다. 이에 서산 YMCA는 2015년부터 민간 주도 및 민관협치 방식으로 우유팩 자원순환 사업을 진행하였고 3년 연속 환경부 대상을 수상하는 등의 우수모델을 구축하고 있다. 이러한 배경에서 홍성 YMCA는 서산YMCA와 MOU를 체결하여 서산YMCA의 모델을 홍성에 맞게 토착화하여 민간거버넌스 중심의 우유팩 자원순환사업을 정착시켰다. 이를 통해 자원순환사업 필요성을 제고하고 민간거버넌스 우수모델을 토착화하는 과정을 실험적 사업을 통해 확인했다.

This study is to understand how YMCA activates milk cartons with the lowest recycling rate among items that are recycled in accordance with the Framework Act on Resource Recycling and the Master Plan for Resource Recycling. In addition, based on this, we intend to structure the process of indigenizing by modeling the excellent model of Seosan YMCA. First, milk cartons are resources that must be collected with responsibility in the Resource Circulation Act, the Basic Resource Circulation Plan, and the EPR system. It is also an important resource to be imported entirely. However, the recycling rate is gradually lowering compared to other resources collected, and in the process of forming sustainable private governance, which is the core concept of the Basic Resource Circulation Plan, it is being marginalized by the indifference of basic local governments. Accordingly, the Seosan YMCA has been conducting the milk pack resource recycling business in a private-led and public-private partnership since 2015, and is building an excellent model, such as receiving the grand prize from the Ministry of Environment for three consecutive years. Against this background, Hongseong YMCA signed an MOU with Seosan YMCA, indigenizing the Seosan YMCA model to fit Hongseong, and establishing a milk pack resource recycling project centered on private governance. Through this, the need for resource recycling projects was improved and the process of indigenizing an excellent private governance model was confirmed through an experimental project.
