본 연구는 사회복지 사각지대를 해소하기 위한 정부정책의 실효성 분석에 목적이 있다. 사각지대 해소를 위해 구축된 읍면동복지허브시스템과 지역사회보장협의체는 지역사회복지에 영향을 주었다. 하지만 명예사회복지공무원은 복지사각지대 해소의 실효성 문제가 제기될 수 있다. 주민생활과 밀접한 구성원들로 명예사회복지공무원이 위촉되었지만, 자기 본업에 충실하면서 복지사각지대 문제에 가시적인 성과를 기대하기에 한계가 있다. 명예사회복지공무원은 민간협업을 통한 인적 안전망 강화를 위한 것이다. 지역사회 복지지원시스템으로 구축된 제도가 실제 위기가구 및 복지사각지대 발굴과 해소에 어려움이 있었다. 이유는 첫째, 구성원들은 본업으로 봉사에 충실하기 어렵다. 둘째, 활동경비가 무보수이다. 셋째, 활동범위도 사생활 침해와 관련되어 법적 문제가 제기될 수 있다. 넷째, 지역여건에 따라 매우 다양하다. 결론적으로 복지사각지대 해소에 기여할 것이라는 기대와 달리 실효성이 낮은 명예사회복지공무원 제도는 지방자치단체의 여건에 따라 보다 구체적인 실천방안을 모색해야 할 때이다.

The purpose of this study is to analyze the effectiveness of government policies to eliminate blind spots in social welfare. The Welfare Hub System and the Community Security Council, which were established to eliminate blind spots, had an impact on community welfare. However, honorary social welfare officials may raise the question of the effectiveness of resolving the blind spot for welfare. Although they were commissioned as members who are closely related to the lives of the residents, there is a limit to expecting tangible results in the welfare blind spot while being faithful to their own jobs. Honorary social welfare officials, promoted as a measure to resolve the blind spot, are intended to strengthen the human safety net through private collaboration. The system built as a support system for the local community had difficulties in finding and solving the real crisis households and welfare blind spots. The reason is, First, it is difficult for members to be faithful to service as a full-time job. Second, activity expenses are unpaid. Third, the scope of activities may also raise legal issues related to invasion of privacy. Fourth, it varies greatly depending on local conditions. In conclusion, contrary to the expectation that it will contribute to the relief of the welfare dead zone, it is time to seek more concrete action plans according to the conditions of local governments rather than the central government.
