Feasibility of Introducing the System of Publicized Private University Seen from Its Effect on the Local Balanced Development

Korea shows overcrowding in the capital zone and hollowing out in the other provinces. The young people of this country, meaning the essential capital, are coming in Seoul and Gyeonggi-do. I argue that the main reason of this phenomenon is the polarization of competitiveness of universities, especially private ones, over 80 percent of the whole higher education institutes. This paper traces back the culture of university education, which reveals that the abnormal dependence on private universities without much emphasis on the publicness of the higher education. This condition says that the conservative idea that the Government cannot sponsor certain private schools because they should be fundamentally responsible for their finance. The second chapter observes the beginning, duration, and the expected effect of the educational system in the light of the previous research, and the third illuminates the difference between the characterization policy and this system in terms of the balanced development of the local society and the whole nation. This study is intended to suggest the reasonable topic to discuss with a view to defining the principle of this system and vitalizing the slow rate of progress.
