Sectoral Social Welfare Expenditure and Economic Growth in OECD Countries: Considering Total Factor Productivity and Investment

본 연구는 1996년까지 OECD에 가입한 29개국에 해 1996년부터 2019년까지에 걸쳐 구축한 패데이터를 사용하여 사회복지지출이 경제성장에 미치는 향을 분석하다. 횡 단면 시계열에 걸쳐 국가별로 변수들의 계를 분석할 수 있도록 일련의 검정차를 통해 패데이터분석을 용하다. 특히 경제의 성장 기조 속의 복지지출과 총요소생 산성의 계를 악하고자, 경제성장과 부문별 복지지출이 총요소생산성 투자지출과 가지는 종합인 계에 해 분석하다. 분석한 결과, 가족에 한 사회복지지출만이 GDP에 정(+) 향을 주었고, 유족, 근로무능력, 보건, 극노동시장로그램에 한 사 회복지지출은 GDP에 부(-)의 향을 주는 것으로 나타났으며, 총요소생산성에 미치는 향에 한 결과와도 부호와 계수값이 거의 일치하다. 사회복지지출이 투자지출에 미치 는 향에 해서 분석한 결과 보건에 한 사회복지지출이 (GDP에 한 부정 향에 도 불구하고) 투자지출에는 정인 향을 주었고, 가족에 한 사회복지지출은 (GDP 에 한 정 향에도 불구하고) 극노동시장로그램에 한 사회복지지출과 마찬 가지로 투자지출에 부정인 향을 주는 것으로 나타났다.

This paper analyzed the effects of social welfare expenditure on economic growth using panel data set from 1996 to 2019 in 29 OECD countries through a fixed effect model of panel data analysis. The relationships with investment expenditure were analyzed for the long-term economic growth, considering total factor productivity (TFP) and the low growth trend of the economy. Only social welfare expenditures for families had a positive impact on GDP, and social welfare expenditures for bereaved families, incapacity-related benefits, health, and active labor market programs were found to have a negative impact on GDP, and they were also in line with the results of regressing them on TFP. According to an analysis of the impact of social welfare expenditure on investment expenditure, social welfare expenditure on health, which had a significant negative impact on economic growth, had a positive impact on investment expenditure, which is contrasted with social welfare expenditure on family.
