마을만들기사업의 성과와 영향요인에 대한 연구

An Study on the Performance and its Influencing Factors of the Community Building Project

주민자치 실현의 한 방안으로 마을만들기사업이 확산되고 있는 가운데 본 연구는 마을만들기사업을 통해 얻을 수 있는 실질적인 효과는 무엇이며, 그 효과를 극대화하기 위한 영향요인은 무엇인지 살펴보고자 하였다. 선행연구에 의거하여 영향요인으로 사업의 주제선정, 지역자원활용, 주민참여의 적극성, 주민간 상호협력, 주민의견수렴, 사업시기의 적절성, 사업예산의 적정성, 민관협력, 주민과 대학간 협력의 9가지를 선정하였고, 효과요인으로 마을의 경제적 성장, 마을공동체 형성, 마을학습, 마을의 지속가능성의 4가지를 설정하였다. 회귀분석을 통해 인과성을 분석한 결과, 마을의 지속가능성의 효과에 영향을 미치는 요인은 주민과 대학간 협력, 주민의견수렴으로 나타났다. 마을공동체 형성의 효과에 영향을 미치는 독립변수는 주민간 상호협력으로, 마을학습의 효과에 영향을 미치는 요인은 지역자원활용으로 각각 분석되었다.

While the community building projects have been spreading as a way of realizing resident autonomy, this study aims to examine what are the practical effects that can be obtained through community building projects, and what are the influencing factors to maximize the effect. Based on the previous researches, the influencing factors are hypothesized as follows; 1) the selection of the community building theme, 2) utilization of local resources, 3) particiation of residents, 4) mutual cooperation among residents, 5) collecting opinions of residents, 6) the period of community building project, 7) the budget of project, 8) public-private cooperation, and 9) cooperation between residents and local university. The effective factors are hypothesized as follows; 1) economic growth of community, 2) community formation, 3) community learning, and 4) community sustainability. As a result of analyzing causality through regression analysis, the factors affecting the effect of community sustainability are cooperation between residents and local universities, and collecting opinions of residents. The independent variable influencing the effect of community formation is the mutual cooperation among residents, and the factor influencing the effect of community learning was analyzed by the use of local resources.
