The effects of innovation success experience and support policy demand on the innovation support policy satisfaction

(Purpose) This study examined the obstacles facing the innovation process, recognition of the need for support policies, and the innovation activities and capabilities of the firms, and the experience of innovation success as factors affecting small and medium-sized enterprises (SMEs) satisfaction in the energy and related industrial technologies industries. (Design/methodology/approach) The two dependent variables are satisfaction with transparency in the policy review process and overall satisfaction with policies to support innovation. The samples of the empirical analysis are 1,827 SMEs belonging to energy and related industrial technologies (smart energy industries), and this study used “Small and Medium-Sized Enterprises Technology Survey” polling data for two years between 2018 and 2019 which is approved by the National Statistical Office. (Finding) The results of the analysis are as follows. First, most of the independent variables affect both satisfaction with the overall innovation support policy and transparency of the deliberation process. Second, the policy demand for innovation support policies has a positive effect on the direct funding in the commercialization stage, tax support, and personnel support for elementary and intermediate technology development stages. The bigger the obstacles, such as difficulty in securing manpower, lack of funds, and lack of technical information, the higher the satisfaction about the support policy. (Research implications or Originality) The main implication of this study is for the policymakers how they can review strategies to improve firm satisfaction with policies by encouraging and expanding the success experiences of small and medium-sized enterprises promoting innovation.
