(Purpose) The purpose of the study is to accurately understand the distribution of initial stakeholders when using conflict management systems. The scope of interested parties may be reasonably established according to the structural characteristics of policies. Accurately establishing the distribution diagram of stakeholders, the methods and procedures of the consensus formation process can be clearly diagnosed and managed. (Design/methodology/approach) This study analyzed the characteristics of conflict. The main view of characteristics is the study of measuring the distribution of stakeholders in spatial settings. The main research method was analyzed based on cross-analysis, and the intensity of conflict was derived from the average value. (Findings) First, In the case of dots, conflict resolution through conflict mediation consultative body is effective because stakeholders are specific and narrow. Second, In the case of lines, strategic conflict management is required due to wide stakeholders and different environments. Third, Because area and nationwide conflicts have many ideological conflicts, promotion should be preceded by stakeholders to improve understanding of policies. The next step is to choose one of the various deliberative processes. (Research implications or Originality) This study has the originality of approaching the view of conflict research from a spatial(point, lines, area and nationwide) perspective. Effective conflict management requires the results of spatial research to be approached at the legal and institutional level and included in the early stages of conflict impact analysis. We also lay the groundwork for collecting more objective data by conducting research around the physical environment from the perspective of conflict management.
