지적측량 처리기간의 개선방안 연구

A Study on Improvement Plan of Cadastral Survey Processing Period

본 연구에서는 지적측량의 기상여건, 지형적･환경적 특성 등 다양한 요소들을 고려하여 처리기간 현황을 분석하고, 이 분석결과에 기초해 개선방안을 제시하고자 하였다. 지적측량 종목 중에 가장 수행 빈도가 높은 경계복원측량, 등록전환측량, 분할측량, 지적현황측량을 대상으로 3개년(2017년, 2018년, 2019년)간의 지적측량 접수 및 처리 자료를 이용하여 처리기간과 지연사유에 대해 분석하였다. 분석결과, 3개년 간 강우･폭염･한파의 기상여건, 관련 부서 협의 등의 다양한 외부요인에 의해 측량기간은 평균 10.7일이 소요되는 것으로 나타났다. 지연사유에 대해서는 일자지정, 일기불순, 자료조사 등이 많은 빈도수를 보였다. 따라서 지적측량 처리기간의 현실화가 필요하고, 기간 내 업무처리가 어려운 경우 의뢰인과 지적측량수행자가 서로 합의하여 따로 기간을 정하는 방향으로 개선이 필요할 것으로 판단된다.

In this study, the current status of the processing period was analyzed in consideration of various factors such as weather conditions, topographical and environmental characteristics of cadastral surveying, and an improvement plan was proposed based on the results of this analysis. Among the cadastral surveying types, boundary restoration surveying, registration conversion surveying, partition surveying, and reconnaissance surveying, which are the most frequently performed, are targeted for three years. The processing period and reasons for delay were analyzed using data received and processed for cadastral surveys between (2017, 2018, and 2019). As a result of the analysis, it was found that the average survey period took 10.7 days for three years due to various external factors such as the weather conditions of rainfall, heat waves, and cold waves, and consultation with related departments. As for the reasons for the delay, designation of the date, irregular weather, and data survey showed a high frequency. Therefore, it is necessary to make the cadastral survey processing period a reality, and if it is difficult to process the work within the period, it is judged that improvement is necessary in the direction that the client and the cadastral surveyors agree with each other and set a separate period.
