지적재조사 책임수행기관 제도 도입에 따른 사업비 배분 연구

A Study on Project Cost Allocation According to Cadastral Resurvey Responsible Agency System

본 연구에서는 책임수행기관 시범사업 지구의 추진 공정에 따른 품셈조사 내용을 토대로 책임수행기관과 지적재조사대행자 간의 업무분담 비율에 대해 실증분석을 수행하였다. 그리고 이를 토대로 현재 제시된 사업비 배분 비율의 타당성을 검토하고자 하였다. 이를 위해 책임수행기관의 업무추진 세부공정과 수행 주체별 세부공정을 정립하고, 시범지구의 품셈조사된 내용을 토대로 업무분담 비율에 대해 분석해 보았다. 분석은 전체 지구, 수행 주체별, 지구 규모별로 구분해 진행하였다. 분석결과, 책임수행기관과 지적재조사대행자 간의 업무분담 비율은 공동 부분을 제외하면 약 68:32인 것으로 나타났다. 이는 기존 지적재조사측량 품셈 기준의 분담 비율과도 유사한 결과로 현재 제시하고 있는 업무분담 비율의 타당성을 입증할 수 있었다. 다만, 지적재조사사업은 사업지구별로 업무 환경이 다르기 때문에 일정 구간을 부여하는 형태로 사업비 배분 기준을 정립하는 방안도 고려할 필요가 있다.

In this study, an empirical analysis was performed on the ratio of work sharing between the cadastral resurvey responsible agency and the cadastral resurvey agency based on the standardized specification survey of the pilot project district of the responsible agency. And based on this, we tried to review the validity of the currently proposed project cost allocation ratio. To this end, the detailed process of the cadastral resurvey responsible agency and the detailed process for each execution entity were established, and the ratio of task sharing was analyzed based on the standardized specification survey of the pilot district. The analysis was carried out by dividing the entire district, each performing entity, and the district size. As a result of the analysis, it was found that the ratio of work between the cadastral resurvey responsible agency and the cadastral resurvey agency was about 68:32, excluding the joint part. This was similar to the sharing ratio of the existing cadastral resurveying standardized specification, and was able to prove the validity of the currently proposed ratio of task sharing. However, for the cadastral resurvey project, since the work environment is different for each project district, it is necessary to consider establishing the project cost allocation criteria in the form of assigning a specific range.
