지적행정과 지적교육의 미래지향적 발전 방향에 관한 연구

A Study on the Future-oriented Development of Cadastre Administration and Cadastre Education

본 연구는 우리나라의 지적행정 및 지적교육 전반에 관한 현황과 문제점을 분석하고 미래지향적인 패러다임에 의한 지적행정 및 지적교육의 개선방안 제시를 목적으로 하고 있다. 개선 방향으로는 지적행정에 부동산관리행정을 융합한 토지행정으로 하였으며, 대학의 학과도 토지행정학과로 변경하고 이와 관련한 교육과정을 새로이 제안하였다. 토지행정의 범위는 토지등록을 기반으로 토지소유, 토지가격, 토지이용 개발(규제)로 하였다. 또한 이를 위한 행정조직체계와 토지행정학과의 교과목 및 공무원 직렬 및 국가기술자격의 개선을 제시하였다.

The purpose of this study is to analyze the current status and problems of Cadastre administration and education in Korea and to present ways to improve Cadastre administration and education by future-oriented paradigm. The direction of improvement was to combine the intellectual administration with real estate management administration. And the department name was proposed to change as the department of land administration. The scope of land administration were land ownership, land price, and land use and development (regulation) based on land registration. In addition to that, to get the more effective administrative organization system, the improvement of the subjects of the Department of Land Administration, the series of public officials, and the national technical qualifications were presented in this paper.
