Interest Groups in American Politics: A Literature Review

‘이익집단정치’에 대한 이해는 미국의 다원주의적 학문 전통 속에서 핵심적 주제이다. 따라서 이에 대한 연구동향과 쟁점을 체계적으로 정리해 보는 것은 결국 미국정치에 대한 이해와 미국정치학의 현주소에 대한 이해를 위한 많은 시사점을 던져 줄 것이다. 본 논문은 ‘문헌연구’(literature review)의 성격을 갖는다. 전후 미국에서 본격적으로 대두되기 시작한 ‘정치적 다원주의’와 ‘집단 접근방법’을 그 대표적 연구주제가 무엇인지에 따라 분류하고 각기의 주제에 따라 축적된 연구 성과가 무엇인지를 개괄할 것이다. 미국의 이익집단 정치에 대한 연구 주제는 크게 두 가지로 구분된다. 첫째, ‘정치적 요구의 집합’(demand aggregation)과 관련된 것으로 ‘왜 인간은 집단을 형성하는가?’라는 주제다. 둘째, ‘집단 영향력’(group impact)에 관한 연구로서 집단들은 정책결정과정에 있어서 어느 정도의 영향력을 행사하는가?라는 주제다. 이 두 가지 주제를 중심으로 미국 정치학계의 집단정치 연구가 어떠한 학문적 성과를 축적해 왔는가를 정리하고 그 연구 성과들의 문제점과 한계 그리고 남겨진 연구 과제들에 대해 논의해 보도록 할 것이다.

The study of organized interests and interest group politics has been at the center of important academic developments in political science. The purpose of this paper is to review current research on interest group politics in United States. First, studies assessing the question of why individuals join groups and how groups overcome their collective-action problem are summarized. Second, this article reviews the studies evaluating interest group influence and the means of influence. Third, gaps in research and implication for the future research are discussed. A final section offers a brief discussion of how political scientist in Korea could improve future research on interest group politics in Korea.
