부시 공화당 단점정부 하에서 대통령－의회 관계의 양상과 성격

The main characteristics of the presidential-congressional relationship during the first six years of Bush presidency(2001-2006) can be summarized as follows. First, the two parties’ relationship in Congress had been confrontational, primarily due to President Bush’s partisan agendas and his tight control over the Republican party. Secondly, the Democratic party had been excluded from the deliberation process as a whole in Congress where the Republican majority party had been whole-heartedly devoted to legislate the Bush proposals in rapidity. The overly frequent resort to the closed rules in the House rule-granting procedure during the same period supported the Republican procedural monopoly. Thirdly, the Republican majority party had consistently supported Bush’s legislative agenda in such a unified fashion that President Bush rarely used presidential veto power. Now with a new Democratic unified government in power, it comes as an intriguing question whether Democrats will and can take more unifying, bipartisan procedural measures in Congress.
