의회 운영의 파행성에 대한 원인진단과 해결방안

Searching for Solutions Redressing the Crippled Operation of Standing Committees in the Korean National Assemble

본 논문의 목적은 한국 국회의 파행적 운영상을 해결할 수 있는 장기적 개선책을 제시하고자 하는 것이다. 특히, 한국 국회의 운영과정의 세분화를 통해 상임위원회의 법률안 상정과정에 나타날 수 있는 교착상태를 해결할 수 있는 방안을 모색하였다. 방법론적으로는 의회 내 다수파와 소수파를 행위자로 간주하고 이들 사이의 대립 및 협력을 비협조게임 모델로 파악하였다. 또한 행위자들의 선호에 대한 다양한 가정을 통해 비협조게임 가운데 협력의 가능성을 살펴보았다. 논문의 결과는 협상에 참여하는 다수파와 소수파가 정책추구적(policy-seeking) 행위동기를 지닐수록 협상의 실패가 우세하며 재선추구적(reelection-seeking) 행위동기를 지닐수록 협상의 성공이 우세할 것이라는 사실을 보여준다. 이러한 결과는 의회 내 입법행위의 선거연계성을 강화할수록 의회 운영의 파행성이 약화될 것이라는 함의한다.

This article explores long-term solutions to redress the crippled operation of the Korean National Assembly. In particule, it focuses on the problems in the process of laying a bill in standing committees. Applying simple game theoretic models, it shows behavioral conditions by which cooperation could be possible under non-cooperative game situations. Results show that cooperations are more prevalent when legislators have reelection-seeking behavioral incentives rather than policy-seeking incentives. The results implies that establishing a strong electoral linkage of legislative behavior may reduces the frequency of deadlocks in the legislative processes of the Korean National Assembly.
