지역사회 경찰활동 인식이 준법행위에 미치는 영향

A Study on the Effects of Perception of Community Policing on Law-Abiding Acts

깨진 유리창 이론에서는 무질서로 인한 반사회적 행위를 서술하고 무질서 제거의 주체로서 지역사회 경찰활동을 논의하고 있으나, 대개 선행연구는 무질서와 범죄두려움의 관계를 묘사하거나 깨진 유리창 이론을 무관용 경찰활동에 결부시키고 있었다. 즉, 다소간 편향적 이론 검증이 시도된 것이다. 이에 이 연구에서는 이론의 잊힌 명제를 실증함으로써 이론의 균형적 발전방안을 모색하고자 하였다. 이러한 연구의 목적을 달성하고자 지역사회 경찰활동 인식이 무질서 인식을 거쳐 준법행위로 발전하는 매개모형을 설계한 후 다중회귀분석 및 부트스트래핑을 통하여 모형의 통계적 유의성을 검증하였다. 분석결과 지역사회 경찰활동 인식은 사회적 무질서 인식을 제고함으로써 오히려 준법행위를 억제하는 것으로 나타났다. 비록 지역사회 경찰활동 인식의 효과는 이론적 기대와 상충하였으나, 무질서로 인한 탈개인화는 깨진 유리창 이론에 부합하였기에 이를 바탕으로 정책적 제언을 시도하였다.

Broken Windows Theory describes Community Policing as a subject of eliminating antisocial behavior from disorder and disorder itself. However prior studies focused on relationship between disorder and fear of crime or ties the theory to Zero Tolerance Policing. In other words, somewhat biased theoretical verification has been attempted. Thus, this study sought to explore balanced development of the theory by demonstrating the forgotten proposition of the theory. To achieve the objectives of the study, a mediated model in which perceived Community Policing developed through perceived disorder to law-abiding acts was designed and verified with multiple regression analysis and bootstrapping. According to the analyses, perceived Community Policing rather suppressed law-abiding acts by raising perceived social disorder. Although the effects of Community Policing were at odds with theoretical expectations, the deindividuation of disorder conformed to the theory and thus attempted to make policy suggestions based on it.
