4차 산업혁명시대에서 공공부문의 빅데이터 활용사례에 관한 연구

A Study on the Bigdata Application Case of Public Sector in the Fourth Industrial Revolution Era

현재 빅데이터, 사물인터넷, 인공지능 등 4차 산업혁명 기술에 대한 관심이 증가하고 있다. 최근에는 정부, 지자체 등 공공부문에서 4차 산업혁명 기술을 활용하기 위해 노력하고 있다. 특히 빅데이터는 데이터를 기반으로 정책을 추진할 수 있기 때문에 공공부문에서 유용하게 활용할 수 있다. 따라서 본 연구의 목적은 공공부문의 빅데이터 활용사례를 분석하여 성공요인을 도출하고 공공부문에서 빅데이터를 적극적으로 활용할 수 있는 정책방안을 제시하는 것이다. 연구결과, 빅데이터 전담조직 신설 및 운영, 빅데이터 관련 조례 제개정, 빅데이터 전문인력 확보, 빅데이터 전문기관과의 협력 등이 성공요인으로 도출되었다. 도출된 성공요인을 기반으로 빅데이터 활용정책을 추진할 경우, 복잡한 사회문제를 해결하는데 도움이 될 것이며 다양한 분야에서 빅데이터를 활용하여 새로운 가치를 도출할 수 있을 것이다. 본 연구의 정책적 시사점은 빅데이터를 활용하기 위한 기본적인 환경을 조성해야 하고 빅데이터를 지속적으로 활용할 수 있는 협력체계를 구축할 필요가 있다.

Currently, the interest in the 4th industrial revolution technologies such as big data, IoT, and artificial intelligence is increasing. Recently, the public sector like the government and local government is making efforts to utilize the 4th industrial revolution technologies. Especially, in case of big data, the policies could be carried out based on data, so it could be usefully utilized in the public sector. Thus, the objective of this study is to draw the factors of success by analyzing the cases of utilizing big data in the public sector, and also to present the policy measures for actively utilizing big data in the public sector. In the results of this study, the establishment/operation of organization in charge of big data, enactment/revision of ordinances related to big data, securement of manpower specialized in big data, and cooperation with big data institutions were drawn as the factors of success. In case when carrying out the big data utilization policies based on the drawn factors of success, it would be helpful for solving such complex social problems, and also draw new values by utilizing big data in various areas. As the policy-level implications of this study, it would be necessary to build the basic environment for utilizing big data, and also to establish the cooperation system for the continuous utilization of big data.
