지방의회 정책지원인력의 효율적 운영방안

Efficient management plan of local council policy support personnel: Focusing on the Gyeongsangnam-do Council

본 논문은 경상남도의회의 입법 및 정책과 관련된 의정활동 전문성 제고를위하여 정책지원인력을 어떻게 효율적으로 운영할 것인가를 연구하였다. 경상남도의회의 전문성제고를 위한 효율적인 정책지원인력운영의 단기적 추진과제는 정책지원인력의 의장직속 배치, 정책지원인력의 개방형 임기제 공무원 채용, 정책지원인력 필수교육 이수제 도입, 정책지원인력의 경상남도의회 및 도내 각 시·군의회간의 정기적인 인사전보, 정책지원인력의 전국 시·도의회 간 인사교류 활성화 방안 등이다. 그리고 장기적 추진과제는 경상남도의회의정지원센터 설립을 통한 정책지원인력의 효율적인 운영, 경남도의원 개인 보좌관제도의 도입, 후원회제도를 통한 의원 개인 보좌인력 확충방안 등이다.

This study investigated how to manage policy support personnel efficiently to enhance the expertise of the Gyeongsangnam-do Provincial Assembly in legislative and policy-related legislative activities. The short-term projects of efficient policy support personnel management of the Gyeongsangnam-do council are the direct assignment of policy support personnel to the chairman, hiring public officials on an open term system for policy support personnel, introduction of a mandatory training system for policy support personnel, and the Gyeongsangnam-do council of policy support personnel and each city/county council in the province. It includes regular personnel transfer between two countries, and measures to promote personnel exchanges between city and provincial councils of policy support personnel. The long-term projects include establishment of the Gyeongsangnam-do Parliamentary Support Center, the introduction of the Gyeongnam-do councilor s personal assistant system, and plans to expand the number of individual councilors through the sponsorship system.
