정부간 분쟁조정제도의 효과적 운영방안에 관한 연구

A Study on the Effective Operating of Intergovernmental Dispute mediation: Focused on the National and Local Employees Recognition

본 연구는 정부 간 갈등이 발생하는 경우 갈등을 해결하는 제도에 대해 공무원들의 인식을 분석하는데 그 목적이 있다. 이를 위해 정부 단위별로 소속된 공무원들의 인식 수준을 통해 차이와 관련성을 분석했다. 분석 결과를 종합하면 정부 간 분쟁조정제도의 효과성 인식은 행정협의조정위원회와 중앙분쟁조정위원회의 경우 중앙정부의 공무원이 광역과 기초자치단체의 공무원보다 효과성을 더 높게 인식하고 있었다. 같은 제도의 운영 효과성에 대해 다른인식을 보인다는 점은 향후 이에 대한 추가적인 조사가 필요함을 의미한다. 가능성 있는 해석으로는 지방공무원들은 감독기관으로서의 상위기관이 조정을 담당해 공정하지 못하다고 여기고 있는 것으로 보인다. 다만 전반적인 인식은 보통 이하로 인식하는 점은 공통적인 결과였다. 다음으로 전반적인 정부 간 관계 인식과 분쟁조정제도의 효과성 인식 간의관계를 분석했다. 분석 결과 정부 간 분쟁조정제도가 효과적이라고 인식하는 경우 다른 분쟁조정제도도 효과적이라고 인식하고 있었다. 그러나 정부 간 관계의 전반적인 인식은 정부 간 분쟁조정제도의 효과성 인식과 관련이 낮았다. 이러한 결과는 협력적 정부 간 관계 인식을 하더라도 분쟁조정제도의 효과성에 대해서는 다른 인식을 한다는 것을 의미한다. 이는 정부 간 분쟁조정제도가 협력을 위한 것이 아니라 갈등을 해결하기 위한 것으로 인식하고 있다는 것을 의미한다. 따라서 정부 간 분쟁조정제도의 목적과 관련된 바람직한 인식을 하는 것이 중요하다. 정부 간 분쟁조정제도는 단순히 갈등을 해결하는 제도이기보다 대화를 통해 협력하는 것이 중요하기 때문이다.

The purpose of this study is to analyze public officials perceptions of a system that resolves conflicts between governments. To this purpose, differences and relevance were analyzed through the level of awareness among government officials. To sum up the analysis results, the recognition of the effectiveness of the intergovernmental dispute settlement system was recognized as more effective by central government officials than those of metropolitan and local governments. Next, we analyzed the relationship between the overall recognition of intergovernmental relations and the recognition of the effectiveness of the dispute settlement system. According to the analysis, if the intergovernmental dispute settlement system is recognized as effective, other dispute settlement systems are also recognized as effective. However, the overall perception of intergovernmental relations was less relevant to the recognition of the effectiveness of the intergovernmental dispute settlement system. Therefore, it is important to have a desirable perception of the intergovernmental dispute settlement system. This is because it is important to cooperate through dialogue rather than just a system to resolve conflicts between governments.
