주택용 소방시설의 확대보급 정책방안 연구

A Study on the Policy Plan for Expanding the Fire Fighting Facilities For Housing

본 연구에서는 주택화재의 현황을 바탕으로 문제점과 위험성을 알아보고, 우리나라를 비롯한 미국, 영국, 일본 등 선진국의 주택용 소방시설 설치현황을파악하여 주택화재에 대한 시사점을 도출한다. 이를 바탕으로 주택용 소방시설 보급을 위한 정책적 제언을 하는 데 목적이 있다. 본 연구는 국내·외 주택용 소방시설 설치현황을 분석하여 주택용 소방시설 보급을 위한 정책적 제언을 하는 것이다. 연구결과에 따라 다음과 같은 정책적 제언을 제안한다. 첫째, 주택용 소방시설 설치를 위한 실효성 확보수단이 마련되어야 한다. 실효성 확보수단인 행정강제와 행정벌의 제도를 도입하여야 한다. 둘째, 주택용 소방시설 설치를 확인할 수 있는 제도적 장치가 마련되어야 한다. 셋째, 주택용 소방시설에 대한 사후 관리체계가 마련되어야 한다. 화재 감지효과를 발휘하기 위해서 정기적인 유지 보수·점검을 해야 한다. 넷째, 주택용 소방시설 확대 보급을 위한 원사업 조례제정 등 정부의 지원정책이 꾸준히 시행되어야 한다. 주택용 소방시설 설치를 위해 지원사업 조례제정이 필요하다. 주택용 소방시설 설치 지원사업을 위해 안정적인 재정이 확보되고, 그 계속성을 보장할 수 있어야 한다. 다섯째, 주택용 소방시설 확대 보급을 위한 효과적인 홍보활동을 수행하여야 한다. 효과적인 홍보활동은 주택용 소방시설 덕분에 화재를 초기에 발견하여 소중한 생명과 재산을 보호할 수 있는 홍보활동을 수행해야 한다.

This research identifies the problem and risk based on the situation of house fire, grasps the installation status of fire fighting facility for house in the advanced countries such as the USA, England and Japan including our country, and deduces the suggestions of house fire. Based on that, this paper has as its objective to do the political proposal for distributing the fire fighting facilities for housing. This research analyzes the installation status of fire fighting facility for house inside and outside the country, and does the political proposal for distributing the fire fighting facilities for housing. According to the research result, this paper does the political proposal as follows. First, the means of securing effectiveness for installing the fire fighting facilities for housing should be prepared. The means of securing effectiveness such as the administrative coercion and administrative punishment should be adopted. Second, the systematic device to confirm the installation of the fire fighting facilities for housing should be prepared. Third, the post-management system of the fire fighting facilities for housing should be prepared. In order to demonstrate the effect of fire detection, a regular maintenance and revision should be made. Fourth, the government support polity for expanding and distributing the fire fighting facilities for housing should be constantly executed. In order to install the fire fighting facilities for housing, it is necessary to enact the ordinance of support project. In order for the support project of installing the fire fighting facilities for housing, the stable finance should be assured, guaranteeing its continuity. Fifth, the effective PR activity should be made for expanding and distributing the fire fighting facilities for housing. For the effective PR activity, a PR activity to discover early the fire and protect the valuable life and assets due to fire fighting facilities for housing should be made.
