증거기반 정책형성제도로서 통계기반 정책관리제도의 문제점과 개선방안

과학적 정책수립과 평가를 위한 증거기반 정책관리제도는 아직 제도적으로 정착하지 못하고 있고, 공식통계증거에 기반하여 정책의 집행과 평가를 위한 통계기반 정책집행평가제도만 제도화되어 있다. 통계기반 정책집행평가제도는 증거기반 정책수립의 방향으로 발전해야 하고 이를 위해서 공식통계의 범위가 확장되고, 통계의 품질요건도 정책적 중요성에 따라 구분되어 관리될 필요가 있다. 통계기반 정책관리제도가 증거기반 정책관리제도로서 발전하기 위해서는 증거의 범위, 제도 적용 정책과정과 대상의 범위에 대한 제도개선이 필요하며, 이에 따른 통계데이터 거버넌스 체제 구축이 필요하다. 통계기반 정책관리제도가 증거기반 정책수립으로 발전하기 위해서 총리실에서 통계기반정책사업에 관한 총괄적 관리를 맡고, 통계청을 총리실 산하 처급으로 조직을 격상시킬 필요가 있다. 증거기반의 증거의 범위가 공식적 통계의 영역을 넘어 충분히 넓어지기 위해서는 부처 할거주의와 개인정보와 사생활 보호 등 공사(公私) 영역의 정보접근 제약요소도 극복해야 할 과제이다.
