독일 통일 30년 과정 평가 및 통일교육에 주는 시사점

Evaluation of 30 Years of German Unification and Implications for Korean Unification Education

2020년 독일은 통일 30년을 맞이하였다. 독일 통일 30년은 앙면성을 갖고 있다고 평가할 수 있다. 제도적인 통일은 완성되었다. 그러나 내적 통합(innere Einheit), 즉 사회문화적 통합 문제는 여전히 독일 사회가 안고 있는 난제로 남아 있다. 동서독 간 경제통합은 완성되지 못하였다. 주요 경제지표(1인당 GDP, 경제활동참가율, 소득과 자산, 빈곤, 실업률 등)에서 동서독 간 격차가 유지되고 있다. 경제적 불평등과 격차는 향후에도 해결되지 못할 것으로 전망되고 있다. 경제적 불평등은 독일 사회에 새로운 계층을 만들어 내고 있다. 서독을 상층계급, 동독을 하층계급으로 구분하도록 하고, ‘동독인’이라는 새로운 정체성을 만들어 가고 있다. 동독 지역 주민들의 통일에 대한 불만은 정치적 불안정을 낳고 있다. 동독 지역에서 극좌당과 극우당이 득세하는 정치적 아노미 상태를 만들어 내고 있다. 독일 통일 30년은 통일 개념에 대한 새로운 관점이 필요하다는 점, 통일이 지향하는 가치에 대한 성찰과 논의가 필요하다는 점, 통일 이후 사회문화적 통합을 위해 장기적 비전과 디자인이 필요하다는 점, 통일교육의 범위를 확대할 필요가 있다는 점 등을 제시하고 있다.

2020 marks 30 years of unification for Germany. The 30 years of German unification can be evaluated as having two faces. The unification of the institutional aspect was completed. However, the internal integration, that is, socio-cultural integration, remains a challenge for German society. The gap between East and West Germany still exists, and it is difficult to resolve in the near future. The 30 years of German unification suggests that a new perspective on the concept of unification is needed, that a long-term vision and design are needed for socio- cultural integration after unification, and that it is necessary to expand the horizon of understanding of North Korean defectors. When unification is understood as a broad concept of institutional and socio-cultural integration, unification education also needs to expand its horizons. Unification education has the meaning of education that contributes to achieving social integration after unification in addition to preparing for unification before unification. It also includes education for unification preparation, democratic citizenship education, peace education, and social and cultural integration education When unification is understood as a concept that encompasses socio-cultural integration, the ultimate goal of unification education is to have social competencies. In the direction of enhancing social competencies, restructuring is required in terms of goals, objects, contents, and methods of unification education.
