우리 민족의 역사는 전쟁의 역사라 해도 과언이 아니다. 우리 민족은 그동안 이민족으로부터 수많은 침략을 받아 왔다. 특히 근대 시기에 있었던 일본의 침략전쟁은 우리 민족에게 정치적 억압, 경제적 침탈, 민족말살 등 수많은 고통을 주었다. 그러나 우리 민족은 이에 굴복하지 않고 각계각층에서 일제의 식민지배에 항거하고, 민족의 정체성을 확립하고자 역동적이고, 지속적인 항일독립운동을 전개하였다. 우리 한민족은 이러한 끈질긴 항일독립운동의 결실로 일본으로부터 독립을 쟁취하였지만 여전히 남북간 분단의 아픔을 지닌 채 그 후유증은 지금까지 이어져 오고 있다. 우리 민족은 그동안 있었던 한·일의 과거 전쟁사에서 일본을 증오하고 탄식만 하기보다 다시는 침략전쟁을 당하지 않도록 유비무환의 교훈을 얻어야 한다. 이러한 유비무환의 정신은 과거 전쟁사에서 있었던 사실을 토대로 반성하고, 성찰하여야 한다. 특히 묵자의 유비무환 정신과 이순신 장군의 유비무환 정신은 오늘날 우리에게 지대한 교훈을 주고 있다. 또한 유성룡의 징비록을 통하여 전쟁에 대비하고자 하는 절실한 자책을 통하여 깨달음과 지혜를 얻어야 한다. 그동안 이스라엘은 이민족의 침략으로 한때 나라 잃은 떠돌이 민족이었지만 그들은 합심하고, 단결하여 다시 나라를 되찾았다. 이것은 국민 대동단결의 좋은 본보기이다. 이와 같이 우리는 국가안보에 관하여 한 치의 오차도 없는 정신적 무장이 되어 있을 때 지난 날의 과오를 명명백백 되풀이 하지 않을 것이다. 그러므로 우리 민족은 다시는 이러한 비극적인 전쟁이 재발하지 않도록 정파적 이해와 안이한 안보관에서 탈피하여 매사 유비무환의 정신으로 무장하여야 한다.
I would say the history of our nation is a history of war. Our nation has had a lot of invasions from another ethnic groups. Specially, the Japan s war of aggression at the modern time has given our nation too much pain such as the political oppression, economic spoliation, genocide. However, our nation did not surrender to it but developed the dynamic and continuous Anti-Japanese Independence Movement in order to protest to the Japanese colonization and establish the national identity from all walks of life. Our Korean people, as a consequence of this persistent Anti-Japanese Independence Movement, has gained the independence from Japan, but still with the pain of division between north and south its aftereffect has been continued so far. Our nation must not be hating the Japan nor lamenting by the past war history of Korea and Japan but has to get the lesson of better safe than sorry not to have the war of aggression again. This spirit of better safe than sorry should be reflected and contemplated on the basis of fact occurred in the past war history. Specially, Mo-tze s spirit of better safe than sorry and the general Yi Sunsin s spirit of better safe than sorry are giving us a profound lesson this day. Also, through the desperate self-defence to go against the war through Yu Seong Ryong s Jingbirok, our nation has to get awakening and wisdom. So far, Israel was once the wandering nation that lost their country due to the invasion of another ethnic group, but they united and cooperated to recover their country. This is a good example of national unity. Like this, our nation, if is perfect and mentally armed of national security, would not repeat the past mistake again. However, our nation has to escape from the party understanding and easygoing security concept so that no this tragic war should be repeated, and be armed with the spirit of Better safe than sorry.
