Prospect of Neoliberal Capitalism and the Neoliberal State in the age of Post-COVID-19

2020년 발발한 코로나 팬데믹(COVID-19 pandemic)은 글로벌한 재난·위기이면서 동시에 사회변동의 추동력으로 작용하고 있다. 이 연구는 코로나 팬데믹이 신자유주의적 자본주의와 신자유주의 국가에 어떠한 영향을 미쳤는지를 분석하고, 포스트 코로나 시대의 신자유주의 경제와 신자유주의 국가가 어떠한 모습으로 변모할 것인지를 탐색하고자 한다. 분석에서 견지하는 한가지 원칙은 포스트 코로나 시대의 신자유주의를 전망하는데 있어서 1980년대부터 이어진 신자유주의적 자본주의의 경로의존성을 감안해야 한다는 것이다. 이 연구의 잠정적인 결론은 신자유주의의 변화 가능성은 예상외로 상당히 낮다는 것이다. 현재도 진행 중인 코로나 팬데믹에 대한 임기응변식 대응이 한동안 지속되겠지만, 백신·치료제의 개발·보급으로 팬데믹이 종식되면 다시 예전과 같은 신자유주의적 경제, 신자유주의적 국가로 회귀할 것이라는게 본 연구의 판단이다. 이는 신자유주의적 경제와 신자유주의적 국가를 지지하는 자본·기업의 헤게모니가 여전히 강고하고, 신자유주의의 변화를 추동할 수 있는 사회세력의 대항 헤게모니가 부재한데서 연유한다.

This study aims to analyse how the COVID-19 pandemic affected neoliberal capitalism and the neoliberal state, and to prospect transformations of neoliberal political economy in the age of Post-COVID-19. Especially, this study focuses on path-dependency of Neoliberalism since the 1980s which was considered as a core principle for the analysis. Major research findings are as follows. First, even though the COVID-19 pandemic brought about global social changes and various effects on our everyday lifes, neoliberal political economy would maintain its traits and features little damaged in the age of Post-COVID-19. Second, while the neoliberal state have exceptionally coped with the pandemic crisis through interventionist policies such as expansionary fiscal and monetary policies, it would return to its original form and neoliberal policies(tax cut, deregulations, inflation control) after COVID-19 pandemic ends. Third, persistence and durability of neoliberal political economy in the age of Post-COVID-19 was attributed to strong hegemony of capital class, absence of counterforce to neoliberalism, and diffusion of neoliberal governmentality.
