This research intended to systematically analyze the significance of each of the potential risks and hazards in the housing development business based on these backgrounds, to propose efficient measures of managing such risks, and hence to provide measures that minimize risks in the housing development business henceforth. To summarize the results of this research, at the stage prior to the housing development, risks must be managed by eliminating the risk factors concerning the change of system, policy and approval from an early stage of development, and manage risks through measures such as implementing substantial assessment of pertinent areas at the time of prior assessment of the development business. Among the risks during the development stage of the housing development business, risk factors pertaining to the sale of parcels must be reduced through methods that hold back loss or damage, and hence must provide management measures that can disperse risks arising from unsold parcels. Among the risks of the stage after development stage of the housing development business, the risk of deterioration in business value is a risk that must, in theory be avoided, and hence a thorough market research beforehand must be implemented and a continuous counsel through experts who are capable of properly analyzing such market research must be carried out.
