This study aimed to evaluate evacuation route plans near old residential areas in Cheong-Ju, Chungbuk and suggest improvements for vulnerable people using the barrier-free design. The research method included a literature review and fieldwork. Three concepts from the literature review were adopted—accessibility, safety, and discrimination—and a checklist was developed consisting of 75 guidelines (40 for accessibility, 14 for safety, and 21 for discrimination). Three evacuation routes from an apartment building to the entrance of a shelter in Chungbuk were selected for evaluation. The results showed the following: (1) In the aspect of accessibility, pedestrian walkways were provided, but passage widths, physical barriers, gradients, drainage holes and covers, braille blocks, and handrails needed improvement; (2) In the aspect of safety, overhead clearances and finishes were good, but stepped pulleys, drainage holes and covers, and bollards needed further development. (3) In terms of discrimination, finishes and bollards were satisfactory, but braille blocks, stairs, and handrails needed upgradation. Based on the results of this study, barrier-free design is expected to actively consider vulnerable people when planning and improving domestic evacuation routes.
