비영리 영역의 일자리 실태와 정책과제

Employment and Policy Challenges in Non-profit Sector: Focusing on the Young Generation

청년 일자리 문제는 우리 사회 화두의 중심에 서 있다. 정부가 청년 일자리 문제를 정책의 최우선 과제로 삼고 있지만 해결될 기미를 보이지 않는다. 선행연구와 실천 현장에서는 해외의 비영리 영역의 높은 고용기여도와 경제위기 완충효과를 근거로 삼아 비영리 영역이 청년세대에서 새로운 일자리를 제공할 가능성에 대해서 탐색해왔다. 본 연구자들은 정책과제를 구체화하기에 앞서 비영리 일자리를 둘러싼 개념, 범위, 실태, 경험사례 등을 종합 검토하는 것이 필요하다고 판단했다. 이에 본 연구는 한 축으로는 비영리 일자리에 대한 개념, 규모 추산 등에 관한 국내외 자료를 검토하여 비영리 일자리의 국내외 논의 맥락의 차별성을 파악하였다. 다음으로는, 전통적으로 일자리로 여겨지지 않았지만, 최근 정책적으로 비영리 일자리의 범주로 주목하는 ‘시민사회단체 일자리’에 초점을 두어 현장의 경험사례를 분석하였다. 결론으로 연구를 종합하여, 비영리 국가통계의 개발, 비영리 일자리 정책의 관점, 그리고 청년과 비영리 영역을 연결하기 위한 구체적인 정책과제를 제시하였다.

The youth employment is at the center of our social topic. The government has made the youth employment a top priority for its policy, but it shows no signs of being solved. Researchers and practitioners have been exploring the possibility that the non-profit sector will provide new jobs to the youth based on the high employment contribution of the non-profit sector and the buffering effect of the economic crisis announced abroad. We believed that it is necessary to comprehensively review the concepts, scope, actual conditions, and experiences surrounding non-profit jobs before realizing government policies. From this point of view, we first reviewed domestic and foreign data on the concept and size estimation of non-profit jobs to identify differences in the context of domestic and international discussion of non-profit jobs. Next, we analyzed the field experiences by focusing on civil society jobs , which were not traditionally regarded as jobs, but recently received attention. In conclusion, we synthesized the research and presented the development of non-profit national statistics, the perspective of non-profit job policies, and specific policy tasks to connect youth and non-profit sector.
