A Study on the Relationship between the Expertise of Local Councillors and the Check Function of Local Councils:Focused on the Moderating Effect of Relationship between Local Councils and Local Government Heads

본 연구는 지방 정부에 대한 지방의회의 견제 역할이 중요한 과제로 떠오르는 상황에서 지방의원의 전문성이 지방정부에 대한 지방의회의 견제기능에 어떠한 영향을 미치는지를 살펴보고자 하였다. 이와 함께 단체장과 지방의회의 정치적 관계가 지방의원의 전문성이 지방의회의 견제기능에 미치는 영향을 조절할 가능성이 있는지를 확인하였다. 분석 결과, 지방의회 의원들의 전문성이 높을수록 행정측면과 재정 측면에서 지방정부에 대한 견제기능은 강화되는 것을 확인하였고, 단체장의 소속 정당과 지방의회 다수당이 일치할 경우 지방의원의 전문성이 행정 측면과 재정 측면의 견제기능에 미치는 효과를 유의미하게 음(-)의 방향으로 조절하는 것으로 나타났다. 이러한 분석 결과는 다음과 같은 함의를 제시할 수 있을 것으로 보인다. 먼저, 지방의원들의 전문성을 증진하기 위해 체계적인 교육시스템이 필요하다는 정책적 시사점을 도출해볼 수 있다. 또한, 정당공천제 하에서 지방 수준에서도 다양한 직종의 전문가를 후보로 영입할 필요가 있음을 제시하였다. 마지막으로 단체장과의 정치적 관계에 따라 견제기능이 다르게 나타날 수 있다는 본 연구의 결과는 지역 시민사회의 참여와 감시 역할이 중요성을 시사한다.

This study aims to examine how the expertise of local councilors affects the function of local council checks on local governments in situations where the role of local council checks on local governments is emerging as an important task. In addition, it was confirmed whether the relationship between professionalism of local council members and the checking function of the local council is likely to be controlled by the political relationship between the heads of local governments and local councils. According to the analysis, the higher the professionalism of local council members, the stronger the function of checking local governments from administrative and financial aspects. In addition, if the majority of local councils are the same as the parties belonging to the heads of local governments, the impact of local council members expertise on the function of administrative and financial checks is significantly negative. These analysis results are likely to suggest the following implications: First, we can derive policy implications that a systematic education system is needed to promote the professionalism of local councilors. In addition, it was suggested that experts from various occupations should be recruited as candidates at local level under the party nomination system. Finally, the results of this study suggest the importance of local civil society s participation and monitoring role, because the checking function of the local council may differ depending on the political relationship between the heads of local governments and local councils.
