사회복지실천가가 인식하는 사회복지사의 역량에 대한 질적사례연구

A Qualitative Case Study on the social workers’ competency perceived by social worker practitioners

목적 본 연구는 사회복지실천가가 인식하는 사회복지사의 역량과 사회복지사의 역량에 영향을 미치는 요인을 이해하고 해석하고자 질적사례연구방법을 사용하여 연구를 수행하였다. 방법 이를 위해 아동양육시설, 종합사회복지관, 장애인복지시설, 노인복지시설에서 10년 이상 종사한 사회복지실천가 4명을 대상으로 질적사례연구방법의 개별심층인터뷰를 실시하였다. 결과 인터뷰한 4 사례를 Stake(1995)가 제시한 범주적 집합(categorical aggregation) 분석절차를 사용하여 분석하였다. 연구결과, 첫째, 사회복지실천가가 인식하는 사회복지사에게 필요한 역량으로 “인권을 존중하고 배려하는 인성을 바탕으로 클라이언트 문제를 통찰하고 해결하는 실천기술역량과 이를 실천하기 위한 기관과 동료와 소통하고 협업하는 리더쉽 있는 전문행정역량” 이 도출되었고 둘째, 사회복지실천가가 인식하는 사회복지사의 역량에 영향을 미치는 요인으로 “인간을 존중하고 자존감을 높이며 자기를 개발하여 다양한 실천경험을 쌓는 열정”이 주제로 도출되었다. 결론 본 연구결과를 바탕으로 사회복지사는 자아를 성찰하여 인성, 전문적 실천역량, 행정역량을 스스로 개발함과 동시에 교육기관과 사회복지실천현장에서도 사회복지사 역량강화를 위한 인성역량, 사회복지실천역량, 사회복지행정역량을 증진할 수 있는 체계적인 제도와 프로그램을 마련해야 할 것이다.

Objectives This study examined the social workers competency perceived by social workers. It conducted a study using a qualitative case study method to suggest alternatives to strengthen the capacity of social workers. Methods The research took in-depth individual interviews with the four social work practitioners who have been working for more than 10 years in social work fields. Results Research findings are as follows: First, as the competencies needed for social workers perceived by social workers; “social work practical competence to assess and solve client’s problems showing respect to them and caring for human rights, and the professional administrative competence with leadership to communicate and collaborate with institutions and colleagues to practice them” was derived. Second, as the factors affecting the competence of social workers perceived by social workers; “passion to respect human beings, raise self-esteem, develop oneself and build various practical experiences” was drawn. Conclusions Therefore, based on the results of this study, social workers should develop their own good personality, professionality in social work practices, and administrative capacity reflecting on self-insight. Also, social welfare institutions and schools should organise systems and programs to empower good personality, social work practice skills and professional administrative capacity of social workers.
