The purpose of this study is to contribute to the conservation and recovery of aquatic resources by estimating the changes in total factor productivity and its constituents(TECI, PECI, SECI, TCI) for fisheries in 23 countries using the input-oriented Malmquist Productivity Index and analyzing the effect of fishery subsidies on productivity through the analysis of factors that determine productivity. In this study, the 2012-2016 period of 23 countries were analyzed using 3 inputs, 2 outputs, and 3 independent variables(fisheries subsidies). By approaching economies of scale, Lithuania contributed to productivity improvement by 16%, showing the largest productivity improvement among the countries, while C. Taipei showed the largest productivity decline due to a decline in technical efficiency. As a result of the productivity determinant analysis, it is analyzed that beneficial subsidies and ambiguous subsidies have a positive effect on each country s fishery productivity. On the other hand, it was analyzed that capacity-enhancing subsidies have a negative impact on productivity, so negative subsidies should be abolished or reduced.
