This study aims to analyze changes in regional disparities from 2006 to 2015 and present policy implications based on the Urban Comprehensive Plan for Balanced Development for Busan Metropolitan City Urban Development. In the eastern region, indicators of the economic, social welfare, and living environment areas are high. The indicators of education and cultural leisure areas are relatively high in the central region. The western region has relatively high indicators of regional base, education, and transportation. First, there is a need to consider balanced urban development plans as intermediate between urban comprehensive plan and small urban plans. Secondly, the plan needs to be converted into a regional plan. The regional plan is an intermediate plan to reflect the long-term development plan of local governments. Thirdly, a monitoring system should be established for the progress and performance of balanced urban development plan.
