Trends and Implications of Regulations for AI Control

2021년 4월, 유럽연합의 인공지능에 대한 일반법 법안이 발표되자, 각국은 해당 법안에 대해서 어떻게 대처해야 하는지에 대해 고민하고 있는 상황이다. 그리고 한국에서도 이러한 유럽연합의 법안에 영향을 받아 인공지능 규제에 대한 논의가 더욱 빨라지고 있는 상황이다. 이에 따라 인공지능 규제에 대한 연구도 점차 증가하고 있다. 그러므로 이러한 상황에서 인공지능의 통제를 위한 규제가 어떻게 윤리규범에서 규제로 흘러오게 되었는지에 대해서, 그리고 현재 인공지능에 대한 법안 등 관련 규제를가지고 있는 유럽연합, 미국, 그리고 캐나다의 흐름과 규제를 살펴보는 것은 의미가있을 것으로 보인다. 따라서 인공지능 규제의 전반적인 흐름과 유럽연합, 미국, 캐나다의 인공지능 규제를 비교하고 이를 바탕으로 한국의 인공지능 규제를 위해 의미있는 내용을 살펴보려 한다.

In April 2021, when the European Union’s ‘Proposal for a Regulation laying down harmonised rules on artificial intelligence(Artificial Intelligence Act)’ was announced, countries are contemplating how to respond to the Artificial Intelligence Act. Also, in Korea, under the influence of the EU legislation, the discussion on artificial intelligence regulation is accelerating. Accordingly, research on artificial intelligence regulation is gradually increasing. Therefore, in this situation, we will look at how the regulation for the control of artificial intelligence has flowed from the code of ethics to the regulation, and the current flow and regulation of the European Union, the United States, and Canada, which have regulations such as the Artificial Intelligence Act. Therefore, we will compare the overall flow of AI regulation in the European Union, the United States, and Canada, and look at the meaningful content for AI regulation in Korea based.
