자원봉사센터의 운영 활성화 영향요인

Influencing factors for revitalizing the operation of volunteer centers: Focusing 15 city and county volunteer centers in Chungnam-do

본 논문은 충청남도 자원봉사센터 운영 활성화를 위해 15개 시·군 자원봉사센터 설문조사 연구방법을 시도하였다. 먼저 자원봉사센터 인력구성은 약 12% 이상의 증원이 필요하다. 바람직한 운영형태는 ‘법인 운영’이라고 생각하고 있었다. 관리자들이 인식하는 자원봉사센터 수행역할, 지자체 등 운영환경에 대한 평가는 전반적으로 낮은 편이다. 관리자들의 조직 운영, 예산 운영, 자원봉사자 관리체계에 대한 평가도 보통에 해당하는 의견이 대부분이다. 조직의 자율성 강화가 가장 핵심이며, 이는 조직운영에 예산 운영의 자율성이 포함된 것으로 분석된다. 직무 전문성, 직무 내적요인, 직무 외적 요인, 직무 윤리가치 요인 등 모두 비교적 높게 나타나고 있다. 자원봉사센터 수행역할, 운영환경, 충남자봉 지원, 문제점은 모두 독립변수인 조직 운영, 예산 운영, 자원봉사자 관리체계 모두 영향관계가 성립되고 있다. 제언으로 효과적 자원봉사관리를 위한 인력 필요, 프로그램의 효과적인 운영을 위한 전략과 접근, 지자체 및 공무원 인식 개선 및 협력관계 구축이 요구된다.

In this thesis, a survey was conducted targeting 15 city and county volunteer centers to vitalize the operation of volunteer centers in Chungcheongnam-do. First, the workforce composition of the volunteer center needs to be increased by about 12% or more. I think the preferred mode of operation is corporate operation . The evaluation of the operating environment such as the role of volunteer centers and local governments perceived by managers is low. The evaluation of managers organizational operation, budget operation, and volunteer management system is also normal. Reinforcement of organizational autonomy is the most important, and it includes autonomy in budget operation. Job expertise, internal job factors, external job factors, and job ethical value factors are all relatively high. The role of the volunteer center, the operating environment, the support of the Chungcheongnam-do volunteer center, and the problems are all independent variables: organizational operation, budget operation, and volunteer management system. Manpower for effective volunteer management, strategies and approaches for effective operation of programs, improvement of awareness of local governments and public officials and establishment of cooperative relationships are required.
