유치원 입학관리시스템 ‘처음학교로’ 담론분석

A discourse analysis on the admission managing system of kindergarten “Go-first school”

목적 본 연구는 교육부 보도자료와 신문에 형성된 ‘처음학교로’ 담론에서 사용된 담론적 기술을 식별하고 담론의 작용을 살펴보고자 하였다. 방법 이를 위해 ‘처음학교로’ 관련 보도자료 14편과 신문기사 154편을 연구대상으로 Fairclough의 담론분석 방법을 적용하여 분석하였다. 결과 교육부 보도자료와 신문에 형성된 ‘처음학교로’ 담론은 입학과정에서의 불편과 편의, ‘처음학교로’ 사용에 따른 편의와 불편, 유치원 참여 부족과 확대를 내용으로 담론적 기술을 사용하여 ‘처음학교로’의 편리성과 공정성이라는 지식을 생산하고 있었다. 담론은 유아교육 공공화 정책과 공정성 지향이라는 사회적 맥락의 영향 속에서 주요 담론 또는 주변 담론으로 생성되어 제도의 편리성과 공정성을 대중에게 인식시키고 있었다. 결론 대중매체가 형성한 담론은 정책을 반영하므로 ‘처음학교로’ 활성화를 위해서는 ‘처음학교로’에 유치원의 편리성을 위한 방안이 적극적으로 마련되어야 한다는 점과 교육기회의 실질적 공정성을 위해 유아교육의 질에 대한 격차 해소 등이 전제되어야 함을 시사한다.

Objectives This study investigated identify the discourse technology used and examine the action of discourse by analyzing the ‘Go-first school’ discourse formed in the press release of the Ministry of Education and the newspaper. Methods For this purpose, 14 press releases and 154 newspaper articles related to ‘Go-first school’ were analyzed by applying Fairclough s discourse analysis method. Results Findings are that the ‘Go-first school’ discourse produced the knowledge of convenience and fairness of ‘Go-first school’ by using discourse technology, which includes inconvenience and convenience in the previous admission process, convenience and inconvenience caused by the use of the system, and lack and expansion of kindergarten participation. The discourse was created as a major discourse or a surrounding discourse under the influence of the social context of the publicization policy of early childhood education and the direction of fairness, thereby making the public aware of the convenience and fairness of the system. Conclusions Since the discourse formed by the mass media reflects the policy, this study suggests that measures for the convenience of kindergartens should be actively prepared in order to revitalize the system and that the gap on the quality of early childhood education should be narrowed for practical fairness in educational opportunities.
