통일후 동독지역 엘리트 변화

Elite Changes in East Germany after Unification

동서독의 통일은 동독 주민들의 자유의지를 바탕으로 한 민주적, 평화적 통일이었다. 동독 주민들의 지지에 의해 선택된 대표자들이 서독의 정치인들과 협상을 벌여 독일연방공화국의 새로운 주로 편입하는 방식을 택한 통일이었다. 통일 후 30년이 지난 현재의 동독 출신의 주민들은 전반적으로 통일된 사회에 만족하는 경향이 높게 나타나고 있다. 그럼에도 다른 한편 동독 출신의 주민들은 자신들을 2등시민으로 여기는 현상 또한 나타나고 있다. 이러한 이중적인 모습에 대해 다양한 원인이 제기되고 있다. 본 논문은 그 원인의 하나로 통일된 독일 사회에서 동독 출신이 엘리트의 지위에서 과소대표되는 현상에서 찾고 있다. 비록 대의민주주의 체제라는 특성상 정치 분야에서는 과소대표 현상이 심하지 않지만 경제, 언론, 군대 등 대부분의 영역에서 과소대표되고 있기 때문에 동독 출신의 주민들은 자신들을 대변해줄 수 있는 엘리트의 부족 그리고 자신들의 사회적 지위 상승의 기회가 현실적으로 부재한다는 인식을 가질 수 밖에 없다. 비록 통일 직후 서독 출신들이 동독 지역의 엘리트로 충원될 수밖에 없는 상황이 있지만 장기적으로는 사회통합의 장애로 작용하고 있다는 것이 본 논문의 133결론이다.

The unification of East and West Germany was a democratic and peaceful unification based on the free will of East German residents. It was a reunification in which representatives selected by the support of East German residents negotiated with West German politicians and incorporated them into the new state of the Federal Republic of Germany. Thirty years after reunification, residents from East Germany tend to be satisfied with a unified society. But on the other hand, East German residents also see themselves as second-class citizens. Various causes have been raised for this dual appearance. This paper finds that in a unified German society as one of the causes, East Germans are underrepresented by the elite. Although there is not much underrepresentation in the political field due to the nature of the representative democracy system. However, it is underrepresented in most areas, including the economy, the media, and the military. For this reason, residents from East Germany feel that they lack the personality to represent themselves, and think that there is no chance of their social status rising. The paper concludes that people from West Germany are forced to be filled with elites in East Germany immediately after unification, but in the long run, it is acting as an obstacle to social integration.
