북한의 환경현안 개선을 위한 지속가능한 협력방안

Directions of Sustainable Cooperation to Improve Living Environment in North Korea: Focusing on Humanitarian Aid to DPRK of International Community

현재의 기후위기 상황에서 북한의 환경현안은 식수위생, 식량안보, 영양, 보건서비스 등과 연관이 있으며, 이를 개선하기 위한 국제적 지원과 협력이 필요한 상황이다. 현재 지속적으로 북한 당국과 교류협력을 진행하고 있는 국제사회의 지원 사업의 경우를 보면, 환경을 주제로 습지 보호와 현명한 이용, 산림 복원 등 자연환경과 식량안보와 식수위생 등 정주환경 개선과 연결하여 진행되고 있다. 이에 본 연구에서는 국제기구에서 진행하고 있는 정주환경 개선을 위한 대북지원사업 활동과 대북제재 면제 현황을 분석하여 가까운 미래 진행 가능한 북한과의 협력방안을 모색하였다. 또한, 본 연구에서는 코로나-19 상황전 북한 현지에서 대북지원사업을 진행한 국제기구를 중심으로 북한 주민 생활환경 개선을 위한 사업을 분석하였다. 대표적으로 유럽연합의 지원 사업은 북한 내 파트너기관과 상호교류와 함께 정기적인 모니터링을 진행하면서 취약계층 지원을 중심으로 진행하고 있는 것으로 나타났다. 향후 북한과의 협력은 인도적 지원 사업의 일환으로 취약 환경 개선사업을 국제사회와의 네트워크를 구축하여 상호지원과 협력할 필요가 있다. 이때, 국제적 이슈인 기후변화로 인한 자연재해 대응과 물 문제 해결 등을 연계하여 북한의 적극적 참여를 유도할 필요가 있다. 본 연구는 향후 지속가능한 남북협력, 특히 환경협력 분과를 준비함에 있어서 많은 기여를 할 수 있을 것이다.

The issue of water, sanitation and hygiene is linked to the deteriorating food security, nutrition, and health services in North Korea. To improve the current status it needs to cooperate with international society. The North Korean project by international organization is focused on environmental issues such as wetland conservation and wise use, forest restoration for natural Environment and food security, water and sanitation for residential environment. Thus, this study analyzed the residential environment project in North Korea supported by European NGOs, locally known as European Union Project Support (EUPS) before the coronavirus disease 2019 (COVID-19) pandemic and suggested ways to cooperate with North Korea. The project is small-scale project implemented by EUPS to improve living conditions for the country’s most vulnerable people. The EUPS also works with the government to implement regular monitoring to ensure aid reaches the most vulnerable. This study proposed implementation strategies related to water issue and its cooperation in North Korea for the foreseeable future. It needs a network to promote multilateral cooperation related to international issues such as disaster risk reduction and climate change. The findings and suggestions in this study can contribute to prepare the sustainable cooperation plan between the two Koreas.
