동태관 정론을 통해 본 김정은 시대 북한의 집단주의 강조 현상에 대한 담론

A Discourse on the Recent Emphasis on Collectivism in North Korea through the Editorial of Dongtaigwan: Focusing on Comparison with the Period of the Chollima Movement

이 연구는 최근 들어 불거진 집단주의 강조 현상이 1957년 천리마 운동 시기에 형성된 집단주의에 비해 어떻게 변용되었는가를 비교·분석하여 김정은 시기 집단주의 회귀 현상의 특징을 규명하는 데 목적이 있다. 회복하기 힘든 정치·사상·경제적 위기 상황에서 북한은 위기 해결책을 군중에게서 답을 찾고자 한다. 1950년대 후반 위기 상황에서 주민들에게 집단주의적 교육 교양(공산주의 사상)을 형성시킴과 동시에 생산증대까지 두 마리 토끼를 잡게 된 북한은 오늘날 경제난에도 또다시 과거를 회상하며 제2의 천리마운동이 일어날 것을 기대하고 있다. 인민에게 사상통제와 집단주의를 통한 생산증대를 강조하고 나선 것이다. 최근 불거진 집단적 혁신운동은 인민들에게 국방력에 대한 자긍심을 고취하고 수령-당-인민과의 관계를 수평적으로 설정하였다는 점 등에서 과거의 천리마운동과 차이점을 보인다. 그러나 자력갱생에 근간을 둔 노력 동원과 같은 군중 운동으로는 현재의 경제난을 타개하기 어려워 앞으로의 북한경제는 낙관할 수 없다.

The purpose of this study is to identify the characteristics of collectivism regression during the Kim Jong-un era by comparing and analyzing how the recent emphasis on collectivism has changed compared to the collectivism formed during the Chollima Movement in 1957. In a political, ideological, and economic crisis that is difficult to recover from, North Korea seeks solutions to the crisis from the crowd. In the midst of a crisis in the late 1950s, North Korea, which formed collective ideology(communist ideology) for residents and at the same time caught two rabbits to increase production, is expecting a second Chollima movement to occur again in the economic crisis today. The North Korean authorities have recently emphasized on the people to increase production through ideological control and collectivism. This collective innovation movement differs from the previous Chollima movement in that it has inspires pride in the people in their defense power and established a horizontal relationship between the leader-the party-and the people. However, it is difficult to overcome the current economic hardship through mass movements such as mobilizing efforts based on self-reliance, so the future North Korean economy cannot be optimistic.
