대북인권정책에 대한 EU의 규범적 역할 재고

Reconsideration of EU s Normative Role in Human Rights Policy toward North Korea

본 연구는 북한 인권개선을 위한 방안으로 EU의 규범적 역할을 강조하고자 한다. 북한인권을 수단으로 대북제재에 집중되고 있는 국제사회의 분위기 속에서 유럽연합의 연성권력(Soft Power)을 통한 북한 인권개선의 본질적 접근의 필요성을 재확인하고자 한다. 보편적 인권의 당위성 주장은 내정간섭이라는 상대주의의 비판을 받기도 한다. 인권의 서구성에 반감을 가지고 ‘우리식 인권’을 주장하는 북한의 근본적인 인권인식 변화를 위해 아시아 지역의 변화가 중요하다. 아시아지역의 보편적 인권의식 확산은 ‘서구식 인권’과 ‘우리식 인권’ 사이에서 완충지대가 될 수 있으며 이를 위한 EU와 아시아지역의 협력과 규범적 EU의 규범적 역할이 중요하다. 또한 장마당으로 변화하고 있는 북한 내부의 변화는 ‘우리식 인권’의 대상이 집단에서 개인으로 서서히 전환될 것을 기대할 수 있으며 이를 위한 인권의 근본적인 개념을 토대로 한 일관성 있는 대북인권정책이 있어야할 것이다.

The study aims to emphasize the EU s normative role as a way to improve human rights in North Korea. The claim of legitimacy of universal human rights is also criticized by relativism as interference in internal affairs. We would like to reconfirm that the importance of improving North Korean human rights through the European Union s soft power should not be overlooked amid the international community s concentration on sanctions against North Korea as a means. Changes in the Asian region are important for a fundamental change in North Korea s perception of human rights, which examines the EU s normative role, not directly involved in the North Korean nuclear issue, and claims our-style human rights in opposition to the westernity of human rights. The spread of universal human rights awareness in Asia can be a buffer zone between Western-style human rights and Our-style human rights, and cooperation between the EU and Asia is important for this. Also, the change within North Korea, which is changing to a rainy day, can expect the object of our-style human rights to be gradually shifted from group to individual, and there should be a consistent human rights policy based on the fundamental concept of human rights.
