델파이 기법을 통한 한국 개발NGO 책무성 구성요소에 관한 연구

A Study on the Components of Korean Development NGO Accountability: Results of a Delphi Survey

연구목적: 한국 개발NGO의 책무성의 개념을 규명하고, 한국 개발NGO들이 자발적으로 책무성을 확인할 수 있는 책무성 프레임워크와 그 구성요소를 제시 하는 것이다. 연구의 중요성: 한국 비영리 단체들의 책무성에 대한 학문적인 논의가 활발하 지 않고, 한국 개발NGO 책무성에 대한 논의는 거의 찾아보기 어려운 현실에서 한국 개발NGO 책무성에 관한 연구를 시도하였다. 연구방법론: 한국 개발NGO 관련 내부 및 외부 전문가 총 30명에게 델파이 조사를 총 2회 진행하였다. 연구결과: 한국 개발NGO의 책무성 프레임워크는 6개 구성요소와 15개 세부항 목이 도출되었다. 결론 및 시사점: 책무성은 시대적 변화, 의무 부과 주체, 성과, 단/장기의 시간 적인 관점 등 변화하는 개념이기에, 본 연구의 결과로 제시된 책무성 프레임워 크를 적용해가면서 그 의미를 더욱 명확히 할 필요가 있다. 이와 더불어, 단체별 역량의 차이, 개별단체 뿐만 아니라 한국 개발NGO 그룹에 대한 영향력, 다양한 주체에 대한 책무성의 딜레마를 고려해야 한다.

Purpose: It is to clarify the concept of accountability of Korean development NGOs and to present their accountability framework and its components that they can voluntarily prove their accountability by themselves. Originality: In a reality where academic discussions on the accountability of Korean non-profit organizations are not active, and discussions on the Korean development NGOs accountability are rarely found, it is attempted to study the components of their accountability. Methodology: A total of 30 internal and external experts related to Korean development NGOs conducted Delphi surveys twice. Result: 6 components and 15 detailed items were derived from the accountability framework of the Korea Development NGOs. Conclusions and Implication: Accountability is a changing concept such as changes in the times, subjects of obligation, performance, and short- and long-term perspectives, so it is necessary to clarify its meaning by applying the accountability framework presented as a result of this study. In addition, differences in capacities by organization, influence on Korean development NGO groups as well as individual organizations, and the dilemma of accountability to various stake-holders should be considered.
