연구목적: 본 연구는 공적개발원조(ODA) 효율성 측면에서 프로젝트형 무상원 조사업의형성과기획체계의적절성을진단하고, 목표달성을위한최적자원 배분 및 비용 산정을 위한 착안점을 도출하는 것에 목적을 둔다. 연구의 중요성: 개발협력사업의 효율성은 국제사회가 합의한 주요 평가 원칙 중 하나로, 개발효과성 제고를 위해 무상원조사업의 기획과 실현 과정 전반에 걸쳐 그 중요성이 강조된다. 원조 체계의 효율성에 대한 그동안의 논의에도 불구하고, 개별 프로젝트의 기획과 형성 과정에서의 효율적인 투입비용 책정 측면에서는 관련 연구가 제한적인 실정이다. 연구방법론: 본 연구는 문헌 연구 및 사례 연구 방법으로 진행되었다. 양자 무상원조 프로젝트의 사업추진 방식과 효율성에 관한 선행연구 및 제도, 시행 기관 지침에 대한 문헌 연구를 실시했다. 아울러, 대표적인 기술협력사업인 도시계획 마스터플랜 10개 사업의 각종 조사 보고서 및 18개 계약서, 관련 입찰 공고 및 사업수행계획서를 수집하여 세부 투입내역 데이터를 분석하는 사례 연구를 진행하였다. 연구결과: 수원국 정부가 사업 요청 시 산정한 초기 투입예산 계획은 사업의 확정 단계까지 유지되어 최종예산으로 결정되는 경향이 나타났다. 사업별 기획 및 계약 시점의 투입인력 변화량을 분석한 결과, 현행 조달체계는 시장기능을 통한 입찰 참여자의 능동적 자원 배분을 억제하는 한편, 신규 사업시행자의 참여를 제한하는 것을 확인했다. 결론 및 시사점:현행무상원조사업의발굴및기획과정은사업별최적투입 자원 도출을 저해한다. 효율성 제고를 위해서는 정부의 신규사업 심의 체제, 개별사업 조달체계에 대한 개선이 요구된다.
Purpose: This study identifies efficiency and resource optimization in the project type grant technical cooperation. It focuses on analyzing the planning scheme in the new project development regarding cost estimation and determination. Originality: The efficiency in the developmental cooperation project is widely agreed as one of the core evaluation principles in the overall process from planning to implementation. However, individual project planning is rarely examined from the efficiency perspective. This study aims to contribute empirical evidence and indications for ameliorating optimum resource allocation in the project planning stage in line with efficiency. Methodology: Literature review and case study are the primary research methods of this study. Various studies, regulations, and guidelines are widely reviewed. A case study examines representing technical cooperation projects of urban development master planning; relevant reports, contracts, and bidding documents of 10 different projects and 19 contracts of implementing partners are used to analyze resource inputs for achieving project objectives. Result: Final project budget tends to follow the initial amount in the recipient country’s request. Analysis of the technical manpower changes between the planning and contract phase identifies that the current ODA procurement system is likely to hinder both the market function of facilitating implementing partners’ autonomous resource management and encouraging the participation of newcomers. Conclusions and Implication: Current project development scheme restricts resource optimization in bilateral grant technical cooperation. The official reviewing systems and procurement procedure are critical factors for dealing with the current challenges of market failure in cost estimation and determination.
