A Study on the Characteristics and Changes of Urban Decline in Metropolitan Cities

The urbanization in Korea was led by Seoul and six major metropolitan cities including Busan, Daegu, and Incheon, a result, growth in various fields including economic, social and cultural functions has been concentrated in large cities. However, in a situation where low growth and population decline are fixed, the decline of the entire city or a part of the city is gradually declining. Not all cities are declining in the same trend and direction. Because decline has dynamic characteristics that evolve gradually over time, it is necessary to understand not only the cause of the decline, but also the process and consequence of the decline. Therefore, in this study, indicators were selected for the purpose of diagnosing decline and change in metropolitan cities, and the multiple decline Index was composed. In addition, in order to examine how the degree of decline in the region is changing compared to the past, the characteristics of decline were derived by comparing and analyzing two time points in 2010 and 2019. As a result of the analysis based on the multiple decline Index, it was found that the overall decline of the six metropolitan cities was progressing, and some areas within the city show a more serious degree of decline, but some areas have improved levels of decline during the same period. The results and implications derived from this study are as follows: First, the decline level of the old city center, which served as the traditional urban center, which has been most often mentioned in the issue of urban decline, is improving. Second, the new town built in the 1990s, built on the outside the city, is also declining due to the weakening of self-sufficiency functions over time and the deterioration of physical and environmental aging. Third, among the natural and social factors that affect population increase and decrease, in the process of urban growth and decline, social factors will become more important in the future in an inseparable relationship.
