친환경인증 꽃차산업의 활성화 연구

A Study on Industrial Activation of Eco-Friendly Certified Flower Tea

우리나라 꽃차 시장에서는 일반 꽃차 대비 친환경 꽃차의 가격이 차별화되고 있지 않아서 친환경 꽃차산업 발전의 걸림돌이 되고 있다. 이는 제도적으로 뒷받침되는 친환경인증을 통하여 잔류농약으로부터 친환경 꽃차의 안전성이 확보된다면, 그 가치를 반영한 가격 차별이 가능할 것이다. 그러나 친환경인증을 하게 되면 비용이 수반될 것이고 이에 따라 친환경인증 꽃차의 소비자 가격이 상승되면, 친환경 꽃차에 대한 소비자들의 수요가 줄어들어 친환경 꽃차산업은 위축될 수 있다. 따라서 본 연구는 안전성을 담보할 수 있는 친환경인증에 대한 소비자들의 지불의사액(WTP)을 분석하여 친환경인증 꽃차산업의 활성화를 위한 경제적·정책적 자료를 제공하는 것이다. 설문조사 결과, 응답자의 95.27%가 친환경 꽃차가 건강과 환경에 더 좋고, 영양성분 및 효능이 건강증진에 도움이 된다면 마셔볼 의향이 있는 것으로 조사되었다. 또한 친환경 꽃차에 대한 WTP가 현재 친환경 꽃차의 가격보다 평균 13.88% 높은 것으로 분석되었다. 이는 소비자들이 친환경인증 꽃차의 안전성을 확보하기 위한 리스크 프리미엄으로서 친환경인증이 필요하다는 것을 의미한다. 따라서 친환경 꽃차산업의 활성화를 위하여 친환경인증 식용꽃 재배 농가의 소득 안정화와 꽃차 시장확대 개선방안으로 친환경인증 식용꽃 재배 농가에 대한 직불제의 현실화와 HACCP 인증 가공시설의 사용 활성화를 위한 공공 시설화를 제안한다.

No price discrimination between eco-friendly flower (EFF) and non-EFF teas has become a substantial obstacle for development of EFF industry in flower markets of Korea. If EFF safety from pesticide residue is secured through eco-friendly certification for EFF supported by the legal and/or administrative systems, their price discrimination would be possible. It would, however, lead to cost increase, and accordingly cause to increase its consumer price, which might make its industry shrunk. Identifying whether WTP for eco-certification of EFF tea would exist as a trade-off between its price increase and potential benefits, therefore, the purpose of this study is to provide preponderant policy proposals for its industrial activation of EFF. Separating the total sample into two groups, EFF and non-EFF tea groups, 95.27% of respondents would be willing to drink EFF tea if it be better in human health and natural environment as well as its nutrients and effectiveness be helpful in health improvement. It is, also, shown that there exists positive WTP for eco-certified flower tea with 13.88% higher than the current price of EFF tea, which would lead to a rationale for industrial activation of EFF tea. For their income stabilization and its market expansion, therefore, suggested are rational adjustment of direct payment for eco-certified edible flower farms and public use for activating HACCP certified processing facilities.
