This study is aimed to analyze the relationship between changes of political system and public administration. Because Mongolia has experienced the political system reform from the socialist system to the western democratic system, the case of Mongolia is very important and meaningful to understand relationship between political change and public administration. After democratic reform, it seems that the public personnel administration system of Mongolia is being advanced institutionally by the establishment of the Central Personnel Committee, the enactment of a National Public Service Law, and the secession measure of public officials. However, no matter how the system is seemed perfect, it is hard to say that it is successful, unless its operations are well run. Thus this study found some problems in the process of current public personnel administration system of Mongolia and would make some suggestions for its improvement.
