This research aims to provide theoretical power for the success of Greater Tumen Initiative (GTI), being in stalemate for a long time, and for the development of bilateral cooperation between Korea and Mongolia. In addition, it also aims to explore various practical ways and theories for the cooperation. As the result, it is found that the recognition of Greater Vladivostok Free Economic Zone (GVFEZ) is asked for new understanding of GTI. In other words, it should be noted that GTI is not only one regional multilateral cooperation partnership in Tumen River area, but it exists with another regional multilateral partnership, GVFEZ, in the aspect of competition as well as cooperation. Thus this research evaluates the context of establishing GVFEZ and present new dynamics around the partnership on the perspective of its effect to Korea s and Mongolia s bilateral cooperation. In reality as coexistence of GTI and GVFEZ, participation strategies of Korea and Mongolia for Northeast Asian multilateral cooperation are also discussed.
