Economic Cooperation since 1990 between Korea and Mongolia: An Evaluation and Prospects

본고의 목적은 지난 20년 동안 한국과 몽골의 경제협력 성과를 돌아보고 평가하며, 미래 양국의 경제협력 증진을 위한 과제를 제시하는데 있다. 한국과 몽골은 1990년 공식 수교이후 정치, 경제, 사회 등 각 분야에서 긴밀한 협력을 추구해 왔으며, 특히 경제 분야에서 교역과 직접투자의 확대는 괄목할만한 것으로 평가된다. 양국의 교역규모는 1990년에서 2008년 사이 100배 증가하였으며, 2008년 기준 한국은 몽골의 수출 대상국에서 2위, 수입 대상국에서 3위를 기록하고 있다. 이는 그만큼 양국 관계가 긴밀하게 발전해 왔다는 증거이다. 그럼에도 불구하고 몽골은 상품수지에서 여전히 큰 폭의 적자를 기록하고 있는데, 향후 양국 관계의 건전한 발전을 위해 이는 해소되어야 할 과제이다. 몽골에 대한 직접투자 또한 크게 증가하여, 한국은 중국과 캐나다에 이어 제3위의 투자국으로 자리매김하고 있다. 현재까지 대몽골 투자는 중소기업과 개인이 주도해 왔는데, 향후 투자 규모가 증가함에 따라 대기업의 역할 증대가 요망된다. 미래 양국의 경제협력 증진을 위해 다음의 과제 해결이 우선적으로 요망된다. 첫째, 양국 자유무역협정을 위한 예비적 타당성 조사가 시급히 요망되며, 자유무역협정을 통해 양국의 교역규모를 증대시키고 나아가서 일방적 무역적자 문제를 해소할 필요가 있다. 둘째, 몽골에 대한 직접투자와 기술협력을 통해 양국 관계를 더욱 발전시켜야 한다. 특히 사회간접자본과 신재생에너지 및 몽골 사람들의 생활개선에 긴요한 분야에 우선 투자할 필요가 있다. 셋째, 몽골의 자연 관광자원을 관광 상품으로 개발하는데 한국 관광산업의 협력이 요청된다. 넷째, 한국의 경제개발 경험을 몽골의 실정에 맞도록 적절한 방법으로 적극 전수해 줄 필요가 있다.

This paper reviews and evaluates the outcome of economic cooperation between Korea and Mongolia for the last 20 years, and suggests the agenda for the expansion of economic cooperation in the future. Korea and Mongolia have pursued a close cooperation after the establishment of an official diplomatic relationship in 1990. The enlargement of trade and investment in the economy area would be especially worthy of close attention. The trade volume between two countries has expanded about 100 times from 1990 to 2008. Korea came second in Mongolia s exports, and third in Mongolia s imports in 2008. Korea now appears to be one of the most important trade partners for Mongolia. Nevertheless, Mongolia reveals a significant deficit to Korea in commodity balance. With respect to FDI in Mongolia, Korea holds the third rank, preceded by China and Canada. For the expansion of economic cooperation between two countries, the next agenda could be suggested in four parts. First, a preliminary feasibility study for a free trade agreement. Second, more and stronger cooperation in the area of direct investment and technology support to Mongolia. Third, concrete cooperation for tourism development of Mongolia. And forth, sharing Korea s experience of rapid economic growth over the past five decades with Mongolia.
