기업도시 정책의 변화과정에 대한 탐색적 접근

A Study on the Change Process in Policy of Company Towns: Focusing on Policy Quilting

이 연구는 집행과정에서 정책공백을 메우기 위한 정부의 대응을 정책누비기 상황이라 규정하고, 이것의 구체적인 양태를 확인하기 위해 기업도시 사례를 활용하였다. 분석결과, 장기간에 걸쳐 진행된 국책사업인 기업도시 정책은 다음과 같은 누비기 양상이 나타났다. 첫째, 민간주체인 전경련의 제안을 공공정책으로 전환하는 과정에서 정부는 사업에 대한 구체적인 목표와 전략을 고민하지 않았다. 둘째, 유사정책의 존재와 기업도시 정책에 대한 모호한 정부의 태도는 정책의 불신을 낳았고, 이것이 정책누비기로 연결됐다. 셋째, 정권교체에 따른 정책기조의 변화는 정책누비기를 낳은 중요한 조건이었다. 넷째, 생각보다 부진한 사업진척 상황은 정부가 지속적인 누비기를 시도하도록 만들었다. 정책에 대한 누비기의 현상은 정책 집행과정에 대한 탐구의 중요성을 제기하는 한편, 이상과 현실의 부정합성을 메우기 위한 정부 대응이 악순환 고리로 이어질 수 있음을 시사한다.

This study defines policy quilting as the government s response to fill the policy gap in the policy implementation process. In order to confirm the specific situation, the policy of company towns process was analyzed. As a result of the analysis, the long-term policy of company town was quilting. First, when transforming the proposal of The Federation of Thai Industries(FTI) into a policy, the government did not have specific goals and strategies for the project. Second, the existence of similar policies and the government s ambiguous attitude toward policy of company towns created distrust, which led to policy quilting. Third, the project progress, which was slower than planned, continued to cause policy quilting. As such, the government s ability to inquire is important in the policy implementation process. On the other hand, it suggests that the government can continue to make short-term corrections as a way to correct the inconsistency between ideals and reality.
