지방자치단체 일자리 정책 실태 분석 및 정책적 함의

A Study on the Analysis of Local Governments Employment Policy and Its Implications

일자리 정책에 대한 선행연구는 중앙부처의 일자리 정책 또는 일자리 정책의 효과성에 초점이 맞춰져 있으며, 지방자치단체의 일자리 정책을 살펴본 연구나 일자리의 질 또는 유지를 포괄하는 관점의 연구는 희소하다. 본 연구는 지방자치단체의 일자리 정책 현황을 분석하여 정책적 함의를 제시하는데 목표가 있다. 2017년부터 2019년까지 3개년 동안 지방비 100% 사업으로 운영된 광역자치단체 일자리 정책을 분류하여 현황 분석을 하였고 이를 바탕으로 정책의 사각지대 및 시사점을 도출하였다. 분석 결과에 따르면, 서울특별시와 경기도 등 수도권이 절대적 예산의 규모가 가장 높은 것으로 나타났지만, 지방자치단체 총 예산 대비 일자리 정책 예산 비중은 대전광역시, 서울특별시, 부산광역시 순으로 나타났다. 유형별 일자리 정책분석 결과, 직접 일자리가 차지하는 비중은 다른 유형별 예산에 비해 높은 수준이나, 전반적으로 줄어들고 있는 것으로 나타났다. 반면에 직업능력개발훈련, 고용안정, 중소기업 재직자나 청년들에게 소득의 일정 부분을 보조해주는 사업과 관련 예산 및 그 비중이 증가하고 있는 것으로 나타났다. 이는 지방자치단체의 일자리 정책이 일자리 창출뿐만 아니라 일자리 유지에도 노력하고 있음을 시사한다. 다만, 지방자치단체 간 유형별 예산 규모의 차이가 큰 것으로 나타났다. 일자리 예산의 양극화는 지방자치단체 일자리 질의 양극화를 초래할 수 있기 때문에 이를 해결하기 위한 정책적 개입이 시급한 상황이다. 이러한 결과를 토대로 지방자치단체 일자리 정책의 질을 높이기 위한 정책적 방안을 제시하였다.

While previous studies have been focused on the employment policies of central government or the effectiveness of the employment policies, studies on examining local government employment policies or employment policies in relation to job quality and job maintenance are rare. The purpose of this study is to analyze the employment policies of local governments. For the analysis, employment policies operated as 100% local government funds three years from 2017 to 2019 were collected and classified according to criteria. The results show that Seoul and Gyeonggi-do and other metropolitan areas have the highest budget. However, as a result of examining the proportion of employment policy budgets to the total budget of local governments, Daejeon, Seoul, and Busan Metropolitan Cities were found to be the highest. The results analyzed by policy type reveal that the proportion of direct job creation was higher than that of other types, but overall, the proportion was decreasing. On the other hand, the budget and proportions of vocational competency development training, job security, and subsidizing a certain portion of income such as wage improvement, are increasing. It can be seen that the trend of the local government s employment policies are not only trying to create jobs, but also to maintain jobs. However, there was a large difference in the size of the budget by policy type among local governments. Neglecting the polarization of the budget will lead to polarization in the quality of jobs in local governments, so policy intervention is urgently needed to solve this problem.
