(Purpose) This study aimed to compare the perceptions of public pensioners and national pensioners on the Western basic income pension system linked to the basic income system and to seek strategies and measures for establishing Korea s basic income pension system. (Design/methodology/approach) In this study, the AHP structure diagram consisted of three primary factors, six secondary factors, and 18 tertiary factors. This study presented implications by conducting an importance analysis according to the AHP technique on a total of 40 subjects, including 20 public pensioners and 20 national pensioners (Findings) As a result of comparing the importance among pensioners, public pensioners generally have a high distribution of importance to financial factors. On the other hand, national pensioners share the importance of each factor in various ways. The importance of all groups also emphasizes financial factors overall, but it is analyzed that strategies for pension policy, which is a political and social factor, and extension of retirement age by pension guarantee, which is a social and institutional factor, are also important. (Research implications or Originality) Based on the results of these AHP studies, this study discussed developmental suggestions and policy implications for the composition of Korea s basic income pension system. First, it is necessary to propose a plan to unify various systems so that pensions can be received in the range of 18.3% to 18.5% like the basic income guarantee system in Western countries. Second, it is politically and socially important to establish a pension policy strategy to build a social safety net for basic income pensions in preparation for the pension welfare society and to operate pension policies consistently. Finally, the government needs to further strengthen the payment of guarantees for basic income pensions and secure new pension finances such as carbon tax and social welfare tax.
