압록강 하류지역 安東朝鮮人會의 活動과 性格

The Activity and Character of Andong Chosun People’s Association in the Lower Aprok River

본 연구는 1910년대부터 1930년대까지 압록강 연안의 대표적인 조선인 친일단체였던 안동조선인회의 압록강 하류지역에서의 활동과 그 성격을 규명하고자 한 것이다. 안동조선인회는 1913년 안동조선인조합를 전신으로 설립되어 상류지역까지 지회를 설립하였다. 하지만 안동현 북쪽 지역은 교통이 불편하여 일본의 세력이 미치지 못하였다. 1920년대 이후부터는 독립운동단체의 활동으로 이 지역에서 안동조선인회의 활동은 위축되었다. 반면 하류지역에서는 1920년대까지 회원 증가와 지부가 신설 등이 계속되었다. 그리고 안동조선인회의 지회 대부분은 조선인 거주 지역이자 일본의 경찰관주재소가 설치된 지역에 설립되었다. 안동조선인회의 활동은 1910년대부터 조선인들의 생계와 직결된 상조문제를 비롯하여 조선인 아동들을 위한 보조서당 설립, 소득 증대를 위한 부업 알선 등에 집중되었다. 이러한 활동을 통하여 안동조선인회는 1930년대까지 안정적인 활동을 계속하면서 조선인들에 대한 영향력을 확대할 수 있었다. 그러나 1930년대까지 안동을 비롯한 하류지역 조선인들 대부분은 여전히 소작인이나 일용직으로 생활고에 시달렸다. 학교 등 조선인 아동들을 위한 교육시설은 여전히 부족하였다. 단순 수공업 위주의 부업은 조선인들의 실질적인 소득 증대로 이어지지 않았다. 이는 10년 이상 지속된 안동조선인회 활동이 조선인들의 생계 혹은 생활수준 향상에는 효과가 없었다는 의미였다. 이러한 점에서 안동조선인회는 설립 당시 일본이 주장하였던 조선인들의 생활 향상 혹은 보호와는 관계가 멀었다. 하지만 일본은 안동조선인회를 통하여 조선인들 사이에 지속적으로 영향력을 확대할 수 있었다. 그리고 조선인 친일단체로써 안동조선인회의 성격은 일본의 영향력에 따라 그 활동이 좌우되었다는 사실에서 찾아야 할 것이다.

This essay tried to explore the activity and character of Andong Chosun People’s Association(hereafter the Chosun Association) in the lower Aprok River area from 1910s to 1930s. The Chosun Association had been a representative Korean pro-Japanese organization since 1913. The most of immigrant Koreans in Aprok River area was influenced by Chosun Association. In particular, its influence was stronger in Andong and its surroundings than in other regions. However, Japanese influence did not reached to the northern area of Andong mainly because of traffic inconvenience. Following it, the activities in this region were reduced by independence movement groups in the 1920s. To the contrary, the members and the opening of branched in lower areas increased in the same period. And, most of branched was built where Japanese police boxes were. It mainly owe large part of its activities focused on immigrant Korean’s everyday life issue, such as land or house rental from Chinese, making of an auxiliary school for their children, and the arrangement of side jobs or works to increase income etc. It is why Chosun Association in lower area could continue to exist until the 1930s unlike the other area. Despite activities for 10 years, the lives of Koreans did not improve until 1930s. Most of the Koreans were suffering from hardship as a tenant or dialy worker. Educational facilities for Korean children, such as schools, were still lacking. Most of works centered on simple handscraft did not lead to income increasing. In this regard, the Chosun Association was far from improving or protecting the lives of Koreans that Japan claimed at the time of its opening. However, Chosun Association could be a way Japan was able to continuously expand its influence. It was the feature of Chosun Association as a Korean pro-Japanese organization should be found in the fact that its activities were influenced by Japanese power.
