An Exploratory Study for the Development of a Tool to Measure the Police Organizational Culture

본 연구의 주된 목적은 한국의 새로운 경찰조직문화를 측정하기 위해 선행연구 검토를 거쳐 도출된 문항과 자체 개발한 문항을 바탕으로 실증분석을 통해 측정도구를 개발하는 것이다. 최근 자치경찰제의 전면적 시행으로 경찰조직의 패러다임이 크게 변화하고 있으며, 이러한 정책변동은 자연스럽게 경찰조직 내부의 문화에도 영향을 미칠 수 있을 것이다. 이제까지 경찰조직문화 하위요인 중 발전문화, 혁신문화와 같은 변화를 측정하는 문항은 새로운 아이디어 제시, 직원 업무 방식 존중, 자기 계발 중시, 직원들의 조직혁신 정도 등과 같은 매우 단편적이거나 추상적인 문항으로 구성되어져 있었다. 본 연구의 실증적 분석을 통한 측정도구개발결과 자치경찰제에 대한 문항이 다수 적용되었으며, 이는 경찰조직의 혁신문화를 측정하는 도구로 유용하게 활용될 수 있을 것으로 사료된다.

The main purpose of this study is to develop a measurement tool through empirical analysis based on the questions derived from the review of previous studies and the questions developed in-house to measure the new police organizational culture in Korea. With the implementation of the autonomous police system, the paradigm of the police organization is changing significantly. Such policy implementation will naturally affect the culture within the police organization. However, until now, among the sub-factors of police organizational culture, the items measuring changes such as development culture and innovation culture consist of very fragmentary or abstract items such as presenting new ideas, respecting employee work methods, emphasizing self-development, and the degree of organizational innovation of employees. there was. As a result of the development of the measurement tool through the empirical analysis of this study, many questions about the autonomous police system were applied, which is thought to be useful to measure the innovation culture of the police organization.
